The Facility
Spruce Meadow Farm is a unique facility with its friendly, family-oriented atmosphere and emphasis on maintaining a caring, nurturing environment for both horse and rider. The farm is conveniently located only 10 minutes from Eastern Hills Mall in Clarence, N.Y. We offer horse riding lessons and a horse summer camp . We work with entry level students, and the more advance, to give them the basic equestrian skills needed to compete at a show level. We also present several horse shows each year allowing our students and others to compete and show off their equestrian skills. We feature two 14 stall barns; one with a connected 100' by 60' indoor arena where lessons are held during in clement weather. There are also two outdoor riding areas - a 140' by 70' arena and a 120' by 240' hunt course, as well as a 2 acre pasture. A primary focus is the comfort of equine and human residents and visitors. Cleanliness and safety are top priorities and there are always ongoing projects to upgrade and improve the quality of the care and the premises. Slated for this coming year are painting and improvements to the interior and exterior of both barns and the addition of shredded rubber to the footing in the indoor arena.

FDA Delays OTC Decision Again
On Friday, August 26, the Federal Food and Drug Administration once again delayed its decision to make Plan B emergency contraception available over-the-counter for all women. The FDA had promised a decision on making Plan B available over-the-counter by September 1.The agency agreed that women 17 years of age and older could safely take the drug without a doctor's advice. However, they stated that girls 16 years of age and younger should only be given the drug with a doctor's prescription. A public comment period has been set to discuss the dual-label issues further.
Unintended Pregnancy Prevention Act Vetoed
On August 4, New York Governor George Pataki vetoed the Unintended Pregnancy Prevention Act. The legislation would have increased the availability of emergency contraception to women by enabling pharmacists and nurse to dispense this safe and effective medication through collaborative agreements with physicians. EC will continue to be available through doctors' office and health centers. For more information on access to EC in pharmacies, visit www.go2ec.org

Sunday School: An Exploration of Ethics for Children
Open to children of members and nonmembers alike.
Our prime concern is development of the moral reasoning process, something our children can use in myriad ways every day. Through stories, service projects, and art activities, we encourage the exploration of ideas and issues in a safe, inclusive environment. We also encourage FUN!
The Ethics for Children Program runs from September through May. Classes are held on Sundays from 11:30 a.m. - 1:00 p.m.

Johnson to the Council of the City of New York Hearing on Oversight-Inspection and Monitoring of Child Care Centers in New York City The New York State Office of Children and Family Services (OCFS) is charged by State Law to regulate, license/register and monitor those child care settings that meet the State definition of child day care. At the current time there are approximately 18,800 regulated facilities that are licensed or registered under the auspice of OCFS. The types of licensed and registered care are day care centers (outside of New York City); School Age Child Care Programs (statewide) that provide supervision for children before and after school and outside normal school hours; group family day care (statewide) which can care for up to 14 children in a provider's home; and registered family day care programs that can provide care to a maximum of 8 children in a provider's home.

Website: www.ocfs.state.ny.us The Office of Children and Family Services (OCFS) was officially created on January 8, 1998, by merging the programs of the former state Division for Youth, the developmental and preventive children and family programs administered by the former state Department of Social Services, and the Commission for the Blind and Visually Handicapped. OCFS was created to improve the integration of services for New York State's young people, its vulnerable adult populations, and families in need of strengthening; to promote their development; and protect them from violence, neglect, abuse, and abandonment. The agency provides a system of family support, juvenile justice, and child welfare services with a funding level of $3.6 billion for programs that support the safety and well-being of children and adults. OCFS has wide-ranging responsibilities for the provision of services to children, youth, families, and vulnerable adults. The agency is responsible for programs and services involving foster care, adoption and adoption assistance; child protective services, including operating the Statewide Central Register for Child Abuse and Maltreatment; preventive services for children and families; services for pregnant adolescents; child care and referral programs; and protective programs for vulnerable adults. Additionally, the agency is responsible for all elements of the state's juvenile justice programs, administering and managing 34 residential facilities for over 2,000 youth remanded to the agency's custody by family and criminal courts. OCFS also coordinates, in part, the state government response to the needs of Native Americans and their children on reservations and in communities.

The number of Naturally Occurring Retirement Community Supportive Service Programs (NORC-SSPs) has grown significantly over the past decade, reflecting the great promise they show of meeting an array of social and health care needs of older adults. With this growth has come heightened awareness, however, of the need for well defined principles and guidelines on program financing, development, and assessment. The NORC Action Blueprint Project will address these needs for programs nationwide.
