Rafaella was a young teenager with a number of special needs who was placed in foster care when her mother died. The guardian designated by her mother was not able to care for her, and no other relatives were known. Because of her special needs, Rafaella was sent to a residential treatment facility where she was put on medication.
Again this year, Chief Judge Judith S. Kaye prioritized families and complimented CASA in her State of the Judiciary Address, given February 7th at the Court of Appeals in Albany. The address began with the importance of addressing family issues divorce, foster care, domestic violence, child abuse and neglect, and juvenile delinquency - which account for one-fifth of the state's dockets; 800,000 new filings in 2005.
