State Laws And Regulations
Each state has pesticide laws governing pesticide sale, use, disposal, storage and transportation. State pesticide laws may be more restrictive than federal laws, but they may not allow sale or use of pesticides that are not allowed by federal law. The state laws may control certification and recertification of private and commercial applicators, provide additional restrictions on pesticides registered for use in the state, regulate businesses providing pesticide application services and dealers selling restricted use pesticides. In addition to complying with federal laws and regulations, persons using pesticides must also comply with state laws that govern pesticides.

General Requirements
The New York State Department of Environmental Conservation (DEC) is the agency responsible for administration and enforcement of the State pesticide laws. Article 33 of the Environmental Conservation Law provides the general framework for the distribution, sale, use and transportation of pesticides in New York. In addition, Title 3 of Article 15 requires a permit for aquatic pesticide use in certain circumstances. Title 29 of Article 71 provides the enforcement provisions for Article 33. November 29, 2004 Press Coverage A new study by Common Good has collected all the laws and regulations governing a typical public high school in New York City. Take a look at Over Ruled , an entertaining web interface that illustrates the burden of law on public schools nationwide Even relatively routine decisions can take months to complete. For example, suspending a disruptive student involves 65 steps and legal considerations which can take 70 days to complete. Our web interface contains "How Do I?" flowcharts that illustrate how intimidating and time-consuming this and other procedures can be. The burden of law has become staggering ," said Common Good chair Philip K. Howard. "If teachers and principals are forced to spend their time working through these arduous procedures, how will they have the energy, enthusiasm, and time to educate?" Supreme Court Decides Golf Tour Requires "Public Accommodation"
On May 29, 2001, the Supreme Court ruled by a 7-2 vote that a golfer with a disability could ride a golfcart between shots during the Professional Golfer's Association (PGA) Tour.
The golfer, Casey Martin, had requested to use a golf cart during the tour because he has a painful circulatory disorder that makes it difficult for him to walk long distances.
The majority of the Court believed that the Americans with Disabilities Act prohibited the PGA from denying the individual equal access to its tours on the basis of his disability.
Supreme Court Limits ADA
On February 21, 2001, the United States Supreme Court ruled in University of Alabama et al. vs. Garret et al., that state employees could not recover damages by reason of a state's failure to comply with Title I of the Americans with Disabilities Act.

That style, in some cases, varies radically from one practitioner to another. In other instances, it may differ only in the pressure of touch or the scent of a lotion. Similarly, massage-license requirements can vary from state to state by as much as 750 hours of education, or by as little as a background check or an oral exam. But while diversity of technique among touch therapists keeps the field fresh, diversity in massage-licensing laws can pose obstacles for those moving to another state. Making reciprocity a reality should be one of the primary goals of massage regulation, according to ABMP. The massage association lists reciprocity among its recommendations for massage-and-bodywork legislation. According to Dolly Wallace, national government-relations committee chair for the American Massage Therapy Association (AMTA), more than half of AMTA members surveyed online says they had to meet additional requirements to get a massage credential in another state. Forty-four percent says it took more than three months to get the credential; 70 percent says they were required to sit for additional testing; and 47 percent says the process cost more than $200.

State legislatures and departments of education have enacted statutes and promulgated regulations respectively to ensure compliance with IDEA 2004 requirements. IDEA 2004 and its implementing regulations require schools to conduct functional behavioral assessments (FBAs) but provide little to no guideance on what an FBA is or how to conduct one. Graduation and Program Regulations
To graduate, students must meet all College, school, and departmental requirements as described in this catalog. Where it is applicable, students must also meet certain specific academic requirements concerning prerequisites, course sequences, teaching options, and special examinations as posted by academic departments. Graduation is contingent upon the following: 1. Compliance with the regulations of the New York State Education Department regarding the percentage of credit hours in the liberal arts and sciences that must be completed for each kind of degree conferred: 2. Satisfactory completion of a minimum of 120 credits, including all required courses, plus a cumulative GPA of 2.00. Program requirements may stipulate more than this minimum; check program listings under the appropriate school. 3. In general, no more than 6 credits of physical activity, leisure, and safety (PALS) courses, taken as free/open electives, may be counted toward graduation, but some majors allow fewer credits. Check individual program major and school regulations. 4. Registration in a major discipline for at least the semester prior to graduation. If a minor is sought, registration for at least the semester prior to graduation.
