The Education of Immigrant Children in New York City. ERIC Digest. by Rivera-Batiz, Francisco Nearly one third of the total student population in New York City schools are immigrants, and the proportion is rising steadily. This digest presents an overview of all the factors that influence the education of immigrant children, concentrating on the students' needs, aspirations, and attainment, and on the public policies directed at them. DEMOGRAPHICS The number of immigrants recently flocking to New York City has been massive. Between 1980 and 1990 about one million people from over 160 countries moved to the City. Now, over one-third of the City's population is comprised of immigrants (New York City Department of Planning, 1992). For the purpose of securing aid, the City Board of Education takes an annual Federal Emergency Immigrant Education Census, counting children attending a school for three years or less whose total immigrant enrollment is at least three percent of its total enrollment. In the 1995-96 school year, the Census identified nearly 135,000 students-almost four times the number counted only five years before (Board of Education of the City of New York, 1996). These students represent only a portion of the total number of immigrants in New York City schools. In fact, using statistics from the 1990 U.S. Census of the Population, it is estimated that about 320,000 immigrant children attended City schools in 1995-96.

In January 1998, the Joint Task Force on General Education of the State University of New York, Faculty Senate and Faculty Council of Community Colleges issued a report expressing the need to enhance General Education curricula and recommended the adoption of common, system-wide learning goals. In December 1998, the State University of New York Board of Trustees responded by adopting Resolution 98-241 establishing General Education guidelines for state-operated institutions of the State University of New York. The specific courses and content comprising this curricula at the State University campus became the responsibility of the campus faculty and administrators. These requirements apply to all state-operated institutions offering undergraduate degrees. It requires baccalaureate degree candidates, as a condition of graduation, to complete a General Education program of no fewer than 30 credit hours specifically designed to achieve the student learning outcomes in ten knowledge and skill areas and two competencies. Basic communication skills are also required. The knowledge and skills areas include Mathematics, Natural Sciences, Social Sciences, American History, Western Civilization, Other World Civilizations, Humanities, the Arts, Foreign Language and Basic Communication.

The main aim of the Finnish education system is to ensure that the entire population has access to education and training. The principle of lifelong learning, the idea that people are always capable of learning new things at all stages of life, is an important principle for all education provision, from basic schooling to adult education.
In 1998, public spending on education accounted for 6.2 per cent of GDP in Finland (against an OECD average of 5.3 per cent). Finnish people have a high standard of education. Young people, in particular, have been rated very highly in international comparisons. The OECD Programme for International Student Assessment (PISA), which evaluates the educational achievement of children of school age in the OECD countries, placed Finland among the top countries in 2001.
Higher Education
Higher education system consists of universities and polytechnics. The Finnish higher education system is made up of two parallel sectors: universities and polytechnics. The universities rely on the connection between research and teaching. Their basic purpose is to perform scientific research and to provide higher education connected with it.
Students at universities may take a lower (Bachelor's) or higher (Master's) academic degree and also academic further education, consisting of licentiate and doctoral degree. Universities also arrange further education and open university teaching.

On the first day of the school year, parents are to have their children ready at 7:00 a.m. Letters are sent to all special education parents/guardians when a student's route changes. After the first day, the parent shall receive notice from the bus driver specifying the scheduled time of pick-up and return for the child, and names of the driver and escort. The parent shall have the child ready on time so that no delay occurs for other children. The driver is not required to wait more than one minute for any child who is not ready at the pick-up point. The New York State/American Program
Many Sackler physicians have won international reputations for their research and clinical work in their specialties. Equally as many participate in projects with the National Institutes of Health and other prestigious organizations, and with prominent institutes and universities throughout the world. The Sackler School of Medicine has ten preclinical and 19 clinical departments. It offers programs leading to the M.D. degree, and to M.Sc. and Ph.D. degrees in various medical and health sciences. More than 600 Israeli students are enrolled in the Tel Aviv University Sackler School of Medicine M.D. program. On a parallel track, approximately 300 students are enrolled in the New York State/American Program, which is specifically for medical students from the United States. Created in 1976, this unique program is taught entirely in English. Its curriculum and teaching methods are modeled after those of U.S. medical schools. Classes are small. Classroom, laboratory and clinical sessions are supplemented by self-study and by tutoring and seminars in small groups. The four-year course of study is spent at the Tel Aviv University-Sackler School of Medicine and its affiliated hospital departments. Teaching institutions whose departments are affiliated with Sackler include seven major medical centers, six psychiatric hospitals, 20 research institutes and a large rehabilitation center.
