Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan. Implementing Technology in Education: Recent Findings from Research and Evaluation Studies
By John Cradler, Far West Laboratory This article suggests the approach to implement technology based on the authors 25 years of experience in this area, plus the findings of studies related to technology implementation. The approach suggested emphasizes instructional and student needs first and then through planning integrates technology in ways that enhance and extend instructional and learning opportunities. This approach is currently being applied in the implementation of technologies tested as part of the CAETI program to transfer and adapt defense technologies to education.
A. Why is planning a critical element for successful technology implementation?
It has been repeatedly found that careful planning is a prerequisite for the effective implementation of technology and telecommunications in education and training. Lessons about planning for technology have made their way to national guidelines and programs. For example, the national education reform agendas encourage states to have incentives and direction for developing technology and NII application plans. Plans should 1) involve education stakeholders in their design; 2) be guided by education and training needs of learners; 3) specify clear objectives related to national and local education goals; and 4) incorporate technology applications and practices that have been tested for their educational benefits (NCC-TET, 1994).

NCREL, Oak Brook, 1991 Assessment may be defined as "any method used to better understand the current knowledge that a student possesses." This implies that assessment can be as simple as a teacher's subjective judgment based on a single observation of student performance, or as complex as a five-hour standardized test. The idea of current knowledge implies that what a student knows is always changing and that we can make judgments about student achievement through comparisons over a period of time. Assessment may affect decisions about grades, advancement, placement, instructional needs, and curriculum.
