Telephone: (202) 225-4527 Boehner Hails Decision by New York City Board of Education to Reform its Bilingual Education Program WASHINGTON, DC – House Education and the Workforce Committee Chairman John Boehner (R-OH) today hailed the unanimous decision by the New York City Board of Education to reform its bilingual education program. The Board’s actions will create new, intensive English immersion programs designed to help students make a rapid transition to English fluency and give more control over education programs to parents of children who are limited English proficient. The reforms highlight similar initiatives outlined by President George W. Bush and could have a significant impact as the 107 th Congress works to address the President’s top priority, education reform. The Bush proposal gives parents more choice in bilingual education by allowing states and local school districts to choose their methods of instruction and allow parents to choose if more than one instructional method is offered. Boehner issued the following statement: "The reforms outlined in New York City confirm that greater parental control in education makes school districts and schools more accountable for their actions. These changes will give parents of children who speak little English the right to move them into new classes that emphasize instruction in English rather than in their native language. For too long, students in failing schools have struggled to master English and succeed academically. Now is the time to give parents more educational options and let them decide which programs best fit the needs of their children.

Hanna Griff received her Masters in Folklore and Ph.D. in Folklore and American Studies from Indiana University. At present, she is the Deputy Director of Programs at the Eldridge Street Project , a non profit cultural organization based in the Lower East Side of Manhattan. Prior to her position at Eldridge Street, Hanna was the folk arts associate at the folk arts program at the New York State Council on the Arts. She has taught folklore and American Studies at Grinnell College, Indiana University, Indiana University and Purdue University at Indianapolis, and Sanyo Gakuen University and Waseda University in Japan.

The relatively poor performance of students in urban districts has prompted a flurry of reforms. In several cities, reformers have concluded that the key to improvement is to turn the leadership of the school system over to the mayor, who presumably will act promptly to install successful programs and bold innovations. Nowhere has this particular experiment in school reform advanced more rapidly than in New York City, where Mayor Michael Bloomberg persuaded the State Legislature in 2002 to abolish the independent Board of Education and give him complete control of the school system. Under Mayor Bloomberg, the New York City Board of Education became the New York City Department of Education, with all its employees answerable only to the Mayor. Diane Ravitch , Brookings scholar and historian of education at New York University, will assess the progress and problems of the reorganization of the city school system from 2002 to the present. What has changed because of the reforms? What lessons can school reformers learn from the New York experience? Ravitch's analysis and the panel discussion that follows should be useful for everyone who is concerned about the politics of urban schooling.

School System Aces Testing
The largest public school system in the United States often makes headlines—whether it’s about the challenges of modernizing the curriculum for children with disabilities or it involves such debates as introducing vouchers that let students attend schools of their choice. But look past the media spotlight into the New York City Board of Education and you’ll see an operation that is intent on accomplishing its goals, particularly in the area of IT. As part of its Year 2000 solution, the board adopted a formal software testing methodology and automated testing tools over the last two years. Now the board sees the value of retaining that quality assurance (QA) solution beyond the year 2000. A permanent QA program is an investment many IT organizations may be reluctant to make, even though it is universally seen as a smart way to produce the applications that run the business. The New York City Board of Education relies on hundreds of business and student applications. Business applications—used to maintain 1,100 school buildings and administer a district with 63,500 teachers—include everything from inventory and facilities management to accounting and payroll.
Capturing Organizational Knowledge
In 1995, the board appointed a new chancellor, Rudy Crew, who had been a popular superintendent in Tacoma, Wash., and who set about overhauling board operations to improve administrative performance and the quality of education. With an eye toward upgrading IT operations, Crew staffed the IT organization with seasoned managers.

NEW YORK CITY AND ITS BOARD OF EDUCATION SETTLE DISCRIMINATION LAWSUIT WITH THE JUSTICE DEPARTMENT
WASHINGTON, D.C. Women and minorities will not be discriminated against when applying for custodian jobs with the New York City Board of Education, under an agreement reached today with the Justice Department. Today's settlement, filed in U.S. District Court in Brooklyn, resolves allegations that the City of New York, the Department of Citywide Administrative Services (formerly the Department of Personnel) and the New York City Board of Education engaged in a pattern of discrimination against blacks, Hispanics, Asians, and women in their recruitment for Custodian and Custodian Engineer positions. It also resolves allegations that they discriminated against blacks and Hispanics by using four written examinations for hiring and promoting Custodians and Custodian Engineers. In a suit filed in 1996, the Department said the entry-level and promotional written examinations used by the City in 1985, 1989 and 1993 unlawfully discriminated against qualified black and Hispanic test-takers, in part, because the exams could not be shown to measure how well individuals would perform on the job. "I am pleased by the settlement of this litigation. Today's agreement paints a clear picture for all employers that the Justice Department will not tolerate discriminatory recruitment practices based on race, national origin or gender, or the use of examinations that exclude minorities and are not job-related," said Acting Assistant Attorney General for Civil Rights, Bill Lann Lee.
