Governance Enrollment Planning
Demand for postsecondary education in New York is projected to grow very slightly, at a statewide rate of approximately 1% a year. Most of the enrollment growth is in the metropolitan New York region and will be highest in the CUNY institutions; between 1990 and 2001, enrollment in New York City increased by 8%. Enrollments in the rest of the state declined by 2.6%, although three upstate regions had increases between 2.5% and 8%. Enrollment planning is decentralized within SUNY and CUNY. Campus-level plans within each of those systems show that most are expecting very modest growth in the next 10 years, with no sustained state or sector plan to increase enrollment access through growth in the community colleges. Nonetheless, the community colleges have been the fastest-growing sector in New York over the last decade. Academic Policies Affecting Transfer Responsibility for development and oversight of transfer policies affecting the two-year institutions resides with the SUNY and CUNY Boards; the Board of Education’s primary involvement is approval of degree programs and statewide data collection. SUNY has historically been the institution with the most selective admissions requirements of the four-year institutions. Admissions standards for many of the CUNY institutions had, during the 1970s, changed from selective to open access, but the four-year institutions are now moving back toward greater selectivity in response to the CUNY Board’s elimination of remedial education within baccalaureate programs in 2000. The Board of Regents has approved this change through 2002; at that time the Regents will consider extending CUNY’s authority to eliminate remedial courses in baccalaureate programs. The Board of Regents is closely monitoring the implementation of the new admissions requirements.

Syracuse University won its first-ever NCAA Men's Basketball Championship by defeating Kansas, 81-78, at the Louisiana Superdome in April 2003. Head coach Jim Boeheim guided the Orangemen to their 28th NCAA tournament, their 4th Final Four (3rd under Boeheim) and 3rd appearance in the National Championship Game. The win was Boeheim's 38th in the NCAA Tournament, and the 653rd of his career.

The primary mission of the depository collection is to reflect and support the research and teaching needs of the students, faculty and staff of the CCNY community, as well as the government document needs of the residents of the 15th Congressional District of New York. Depository items are selected based on a combination of current and anticipated usage, format and timeliness. CCNY currently selects 51% of the Federal depository documents available and we hold depository material in all available formats, including paper, microforms, maps and electronic materials. The bulk of CCNY's Federal documents are kept in the college's main library, (the Cohen Library), though documents of scientific interest are shelved in our Science/Engineering Library. Documents are included in our online catalogue ( CUNY + ) and the City College document collections are available to patrons during all the hours the libraries are open. Our government documents collection is a reference-only collection and documents do not circulate. Members of the public who wish to use any of CCNY's government documents are welcome at any time the libraries are open.

    What Every New Member Should Know
    New York 's Board of Regents sets education policy for the state. The rules and regulations it adopts have the force of law. The 16 Regents are elected to staggered five-year terms by a joint session of the state Legislature. NYSUT closely monitors the interview process used to select new Regents and to reappoint Regents to successive terms. NYSUT also maintains a voting record of each Regent on issues of importance, including private school vouchers, teacher certification requirements and high school graduation requirements. The Regents' scope of authority, the broadest of any such body in the nation, includes public and private elementary, secondary and higher education; the licensed professions, including medicine, nursing, law and accounting; libraries, museums, historical societies; and public television and radio stations. The Regents also appoint the commissioner of education, who serves at their pleasure. The commissioner is the chief executive officer of the State Education Department, which is the administrative arm of the Regents.

    New York State Education Law board of education or board of trustees may, in its discretion, following a public hearing for the purpose of determining whether resolution shall be adopted, provide for the use of seat belts on school buses, in accordance with regulations and standards established by the commissioner under subdivision one of section thirty-six hundred twenty-three of this chapter. Such a public hearing, conducted upon reasonable notice, shall be held to consider: a.) whether the district shall install seat belts on buses purchased and/or contracted for prior to the effective date of this section and require their use: b.) when such installation shall be provided, and c.) whether use of seat safety belts shall be required on all school buses within the district so equipped after a date to be determined by the board of education or board of trustees.

    Vice Chancellor Sanford's professional educational career spanned the primary grades through the college graduate school level. She was a classroom teacher, teacher of guidance, assistant principal and principal in the New York City School system. She taught education courses at Baruch College and at Fordham University. She was a visiting practitioner and teaching fellow at the Principals' Center at Harvard University Graduate School of Education. Honorary doctorates were conferred on Vice Chancellor Sanford by Mercy College, The Bank Street College of Education and Five Towns College. Five Towns College has established an annual scholarship award in the name of Adelaide L. Sanford.
    She is a graduate of Brooklyn College, Wellesley College and Fordham University, where she was a Ford Foundation Fellow in Urban Education. On the occasion of the 125th Anniversary of Wellesley College in Massachusetts, the African Studies Department presented The First Distinguished Black Alumna Award to Adelaide L. Sanford in recognition of her lifetime accomplishments. Under her leadership as principal of Public School 21; the Crispus Attucks School, in Brooklyn, earned a reputation as an inner city school where pupil achievement, teacher moral, and special programs for gifted and talented students brought city-wide recognition. In the year 2002, there are more than twenty-nine former parents, pupils, para professionals and teachers who are now teachers, assistant principals, principals, district superintendents, supervisors of speech, psychology, college professors and members of other professions, including law and medicine, all were former members of the P.S. school family under the leadership of Adelaide Sanford. The New York State Chapter of the NAACP recognized P.S. 21; the Crispus Attucks School, for achieving the highest reading scores of any urban school in New York State at that time.

    The New York City Board of Education, Office of School Food and Nutrition Services (OSFNS) serves approximately 1.2 million meals daily to students and staff. Their Pest Control Division is a part of OSFNS. The school system is comprised of 32 school districts and contains approximately 1200 school buildings. The normal school term food program consists of breakfast, lunch, and in many schools, "Latch-Key" meals served after school. Throughout the summer and during many extended holiday recess periods, over 900 schools provide breakfast and lunch at no charge to all persons under 18 years of age. Except for a handful of sites and meals are prepared hot at the school site to enhance palatability and encourage student participation. This type of program requires restaurant type equipment, and that requires state of the art pest control services.

    Strategic Approach
    Our strategy remains synonymous with our goal: to continue to provide satisfactory pest control services to our public schools with no compromise to the health and safety of students and staff. It is hoped that with the favorable news above regarding our children's declining asthma rate and the cost analysis showing our program to be an obvious "bargain", that we will receive attention in the staffing department.
    Progress on 2003 Activity 1
    In the face of staff and budget cuts as mentioned above, I would have to say that a stated goal is simply maintaining our current level of IPM services to 1200 schools with our 14 field technicians. A pressing concern to me looming for 2003 was attempting to continue to provide satisfactory pest control services in the face of reduced staff and looming citywide budget cuts. Our reduced staff of 14 (due to December 2002 layoffs) was further decimated by the resignation of yet another technician in early September. We have, however, not budged on our committment to adhering to the principals of IPM in the ongoing monitoring and treatment of our schools.
