APPLICATION
CERTIFICATION
PURPOSE: The NMFRW scholarship has been established to assist a deserving female student from New Mexico to further her education at a college, university or vocational school in New Mexico. DESCRIPTION: The NMFRW scholarship is a $1000.00 cash award given to a girl from New Mexico. The amount of the scholarship will be $500.00 for the fall semester following the awarding of the scholarship. A like amount will be awarded fro the second semester contingent upon successful completion of Funding Provision #3 under Funding Procedures. QUALIFICATIONS: 1. Be a resident of New Mexico
2. Be a registered Republican or the daughter of registered Republicans if under the age of 18
3. Be a member of the graduating class and accepted for enrollment in an institution of higher learning in New Mexico in the year in which she applies

New Mexico Residency for In-State Tuition Purposes
The rules and regulations for establishing residency for tuition purposes are defined by the New Mexico Commission on Higher Education which is authorized by the Constitution of the State of New Mexico and the state statutes (chapter 235, IE, NMSA, 1971 and section 21-1-4E NMSA 1978) for providing classification for a tuition differential between resident and nonresident students.
An individual must establish legal residency in New Mexico before he or she is entitled to pay in-state tuition rates. The requirements to establish residency for tuition purposes are independent from those of other types of residency such as voting or holding public office. A legal resident for tuition purposes is someone who meets the requirements set forth by this policy and described on this page.
These regulations for residency apply to all public post-secondary institutions in the State of New Mexico, including branches and community colleges.

New Mexico's School Funding Formula
New Mexico's school funding formula has long been considered one of the most equalized in the nation. A state will tend to have more equalized funding when several conditions apply: a) the state takes on a larger share of the funding (as opposed to when individual school districts raise the majority of funds through property taxes); b) states target their funding to poorer districts, and; c) states take into account regional differences in the cost of education (for instance, it is more expensive to educate a child in New York City than in Plattsburgh.) Until 1997, the state of New Mexico contributed about 74 percent of school funds. In 1997 the legislature passed a revised school funding formula (S.B. 100), increasing the share of funds to around 84 percent and targeting more of these funds to at-risk students. Money raised in individual school districts may go towards construction and maintenance, but not for school operating costs.

  • Public school teachers must have at least a bachelor’s degree, complete an approved teacher education program, and be licensed.
  • Many States offer alternative licensing programs to attract people into teaching, especially for hard-to-fill positions.
  • Excellent job opportunities are expected as a large number of teachers retire over the next 10 years, particularly at the secondary school level; opportunities will vary somewhat by geographic area and subject taught.
Nature of the Work About this section Back to Top Teachers act as facilitators or coaches, using interactive discussions and “hands-on” approaches to help students learn and apply concepts in subjects such as science, mathematics, or English. They utilize “props” or “manipulatives” to help children understand abstract concepts, solve problems, and develop critical thought processes. For example, they teach the concepts of numbers or of addition and subtraction by playing board games. As the children get older, the teachers use more sophisticated materials, such as science apparatus, cameras, or computers. To encourage collaboration in solving problems, students are increasingly working in groups to discuss and solve problems together. Preparing students for the future workforce is the major stimulus generating the changes in education. To be prepared, students must be able to interact with others, adapt to new technology, and think through problems logically. Teachers provide the tools and the environment for their students to develop these skills.

Chair, New Mexico Commission on Higher Education Kathi Bearden is the chair of the Commission on Higher Education, representing district 9, is publisher of the Hobbs News-Sun and owner of DLD Enterprises.  She is currently president of the Economic Development Corporation of Lea County and is an active board member of the Palmer Drug Abuse Program, the New Mexico Foundation for open Government, Rotary Club and National Federation of Independent Business.  She has previously served as chair of United Way of Lea County’s fundraising campaign, president of the Hobbs Chamber of Commerce, and a member of Mainstreet Hobbs.  Among the honors she has earned during her career as publisher are the Hobbs Jaycees' Outstanding Citizen of the Year and The Good Samaritan Award for Ethics in Business.  She is a graduate of the American Press Institute Executive Development Program and the New Mexico Leadership Institute.
