College of Education Bilingual Endorsement Distance Education Program
Information also available as a Bilingual Brochure in PDF. The College of Education (COE) at New Mexico State University (NMSU) has developed a bilingual endorsement program for persons who hold at least a baccalaureate degree, but have not completed a traditional teacher preparation program. In order to qualify for the Bilingual Endorsement Distance Education Program at NMSU, a candidate must have a contract with a district as a teacher in bilingual education.
Prerequisites
  • Currently, teaching in New Mexico in a bilingual education setting but lacking the Bilingual Education Endorsement and are on waiver. Individuals interested in completing the coursework required by the New Mexico State Department of Education (NMSDE) to receive the endorsement area required for bilingual education teacher.
Ultimately, the NMSDE grants the endorsement for licensed teachers to teach in bilingual education settings.

    COMPLIANCE WITH TESTING RULES
    By registering on the Internet, submitting a registration form, or registering by telephone for the New Mexico Teacher Assessments, you are agreeing to abide by the Rules of Test Participation and all procedures and policies contained in the current bulletin and communicated at the test administration. You will also be asked to sign your agreement to the Rules of Test Participation prior to testing at the site on the day of the test. Failure to sign your answer document(s) on the day of the test may result in the voiding of your score results or in your not being allowed to test.

    Francisca Ramirez-Sorenson says teaching runs in her family. Her mother was a teacher, as was her grandmother. But until a year ago, Ramirez-Sorenson was on a different career path - one that made use of her master's degree in anthropology. "I was not going to be a teacher under any circumstances," she recalls. "But I think I was born with certain talents." In September, Ramirez-Sorenson was certified as a teacher. The route she took to the front of the classroom, however, is different from the traditional four-year college program. She is a graduate of the Houston Independent School District's Alternative Certification Program - the first district-based program of its kind in the country. This year-long program prepared her well for the classroom, says Ramirez-Sorenson. "They taught us a great deal about child development, child psychology, strategies for teaching, and how to encourage children to learn. They also taught us how to work with foreign students - and the cultural shock they might go through when they come here - and how to help them."

    October 2000 Ensuring Quality Teachers Through Alternative Certification Programs by Carol Ruckel To address this concern, a growing number of states have begun to turn to alternative certification programs, also known as licensure programs. Today, 115 alternative programs exist in over 40 states (Feistritzer, 2000). In addition, more than 250 colleges and universities are currently involved in some type of alternative teacher preparation (Basinger, 2000). Market forces also have played an important role in the development of alternative certification programs. For example, military cutbacks following the Gulf War led to the Troops to Teachers program, providing new candidates to ease the teacher shortage. Former military personnel are considered particularly fit for employment in our nation’s urban schools, where teacher recruitment and retention have proved especially challenging. With increasing reliance on alternative teacher certification to rebuild the teaching workforce, it has become more critical than ever to examine how school districts and state policymakers can ensure that nontraditional programs produce quality teachers.     School districts are finding that the traditional system of evaluating teachers which relied almost entirely on the judgment and opinions of principals is outdated and ineffective. Instead, districts are designing teacher evaluation processes that look at classroom performance from a variety of perspectives including those of fellow teachers, parents, and even students. Mentor teachers in Columbus, Ohio, pinpoint the weaknesses of struggling fellow teachers and sometimes recommend they be fired. More than a decade ago, a joint committee of the union and the school board designed the district's two-part Peer Assistance and Review Program (PAR). In the intern program, all teachers new to the district even those with previous experience are assigned a teacher mentor. In the intervention program, a fellow teacher or principal recommends a struggling teacher, or a teacher voluntarily asks for help. Mentors' recommendations are reviewed by a panel of union officials and district administrators. The final decision on whether to fire a teacher rests with the school board.
