SOCORRO, NEW MEXICO
Socorro, a community of 9,000 in the sunny Rio Grande Valley of central New Mexico, combines the pleasant climate of the high desert, peace and quiet of a small town, and sophistication brought by a state university.
History
Distinguished as one of the oldest settlements in the Southwest, the city's name means "refuge" or "aid," and dates back to 1598 when people of the Pilabo Pueblo fed and sheltered weary members of the Juan de Onate expeditions. The arrival of the Santa Fe Railroad in 1880 made possible extensive mining for ore, and Socorro quickly became New Mexico's largest town. A decade later mining opportunities had declined and Socorro returned to its agricultural heritage. However, the brief boom left as a legacy the New Mexico School of Mines (now called New Mexico Institute of Mining and Technology, or New Mexico Tech), which has helped to define this city as one of New Mexico's leading centers for education and research, home to one of the state's highest percentages of Ph.D.s per capita.
Demographics and Weather
Inclusion of county residence brings the area population up to about 23,000, with a median age of 30 years, 47% claiming Hispanic origins. Sitting at an elevation of 4,585 ft. above sea level, Socorro is particularly proud of its dry, sunny weather with an average July temperature of 61-93 degrees F, an average January temperature of 25 to 55 degrees F, and an average annual rainfall of 6-9 inches. Snowfall, which begins in late October, averages around 6 inches.

Transition Planning
It is our aim to help students achieve their personal and
professional dreams through career exploration classes,
vocational assessments, work study, and other experiences that match their interests and abilities. Upon reaching age 14, students may begin developing a plan, in collaboration with their families and teachers, for transitioning into post-secondary education, training or employment. Transition refers to activities meant to prepare students for adult life. This can include developing postsecondary education and career goals, getting work experience while still in school, setting up linkages with adult service providers such as the vocational rehabilitation agency, whatever is appropriate for the student, given his or her interests, preferences, skills, and needs. Diploma Pathways A pathway is a planned program of study (courses, IEP goals, objectives and benchmarks) designed to address the needs of individual students. The IEP team plays a key role in the IEP graduation process. The team should consist of the student, parent(s), special educator, general educator (as appropriate), administrator, transition specialist, related service provider(s), evaluation/diagnostic specialist, adult service provider(s), and others per family request.

Two extraordinary identical bills were recently approved by both houses of the New Mexico Legislature, to create a powerful new New Mexico Advisory Council for Nutrition. Senate Bill 525, sponsored by Senate Pro Tempore President Ben Altamirano (D-Silver City) and House Bill 721, sponsored by Representative Irvin Harrison (D-Gallup) were overwhelmingly passed on Sunday afternoon, March 6, 2005, by a vote of 32-1 in the Senate and 41-19 in the House. This landmark legislation establishes by statute an advisory council comprised of 4 physicians (pediatrician, cardiologist, internist, and toxicologist) working in coordination with the Assistant Attorney General for Consumer Protection, designees of the Secretaries of Education, Environment, Health, and Children, Youth, and Families, as well as a biochemist, a nutritionist, a member of a Native American health organization, one high school student, one Food Service Director, a rancher, a farmer, and others, totaling 19 members. They will have the responsibility to advise branches of state government, particularly focusing on the medical effects of excitotoxins, carcinogens, neurotoxins, the causes and prevention of obesity, and several other areas of focus, which are described in detail in the bills.

New Mexico's School Funding Formula
New Mexico's school funding formula has long been considered one of the most equalized in the nation. A state will tend to have more equalized funding when several conditions apply: a) the state takes on a larger share of the funding (as opposed to when individual school districts raise the majority of funds through property taxes); b) states target their funding to poorer districts, and; c) states take into account regional differences in the cost of education (for instance, it is more expensive to educate a child in New York City than in Plattsburgh.) Until 1997, the state of New Mexico contributed about 74 percent of school funds. In 1997 the legislature passed a revised school funding formula (S.B. 100), increasing the share of funds to around 84 percent and targeting more of these funds to at-risk students. Money raised in individual school districts may go towards construction and maintenance, but not for school operating costs.

Hispano America USA By Rudi Williams American Forces Press Service WASHINGTON Edward D. Baca's unrelenting grief over his father's sudden death bewildered his family. Their fervent, perpetual quest to detach the teen-ager from his bereavement failed, until a cousin sculptured a novel idea to soothe his pain. On Nov. 19, 1956, a first cousin took the grieving teen-ager to the New Mexico National Guard armory. "Raise your right hand," the cousin told young Baca. "What am I doing?" the youngster asked? "You're joining the National Guard," his cousin responded. Baca smiles when he fondly remembers that day. "I'd just lost my father; he'd died suddenly," the general said. "We were very close, and I was going through some tough times really torn up. I think my cousin thought he had to do something to get my mind off of losing my father." That's how Army National Guard Lt. Gen. Edward D. Baca launched his more than four-decade military career. He enlisted in Battery C, 726th Anti-Aircraft Artillery Battalion, New Mexico Army National Guard, and during the next six years served in various assignments, ranging from anti-aircraft gunner to supply sergeant. About six years later, his cousin presented an idea that catapulted Baca to the zenith of the Army and Air National Guard the presidential-appointed position of chief of the National Guard Bureau at the Pentagon. "You've gone as far as you're going to go as an enlisted man, you better attend officer's candidate school," his cousin suggested. Baca graduated July 20, 1962, three days before his 24th birthday.
