    ALBUQUERQUE, N.M. - The New Mexico Legislature, in special session, voted down school vouchers decisively on a bipartisan basis May 10. Despite threats by Republican Gov. Gary Johnson to veto the general school funding budget and thus shut the schools down this fall, the House voted 50 to 20 and the Senate 29 to 11 to reject vouchers. Not only did state Democrats hold the line on this issue, but a number of Republican legislators crossed over despite Republican State Chair John Dendahl's threat that they would face primary contests in the next election. "Johnson is wounded," said John Ingram, communications director and higher education organizer for the New Mexico Federation of Education Employees. "[Vouchers are] his Achilles' heel." Despite his defeat, Johnson has not given up and is starting another offensive to sell vouchers to the public, Ingram said. "But we've already started our own anti-voucher movement to defeat him." Johnson has blamed New Mexico teachers for the fact that the state is 48th in national educational standing and teachers' salaries. He has repeatedly pushed competition between public and private schools as a method to improve educational standards.

    Executive Summary
    The Southwest Technical Resource Center for Integrated Pest Management in Schools (SWTRC) proposes expanding its interactive assistance program for school districts. Goals of this assistance program include helping districts wanting to implement integrated pest management (IPM) for insect, weed, indoor mold and plant disease problems, and reducing potential pesticide exposure among school-age children. Interactive assistance includes the following components: phone contacts with school IPM coordinators, delivery of one- and two-day training programs, on-going distance communication via email, phone, and newsletter, and on-site visits. In addition, interactive assistance includes efforts to facilitate better communication among school district personnel via a website and regional meetings. The objective of this proposal is to evaluate the interactive assistance model as a cost-efficient means of training large number of school personnel in IPM principles and practice.

    Personal Income Tax
    State income tax liability is established under a seven-bracket rate table: for married persons filing joint returns, rates progress from 2.4% of taxable income under $8,000 to 8.5% of taxable income in excess of $64,000.
    Gross Receipts Tax
    Rio Rancho: 6.1875%
    Sandoval County: 5.50% Forty percent of the state's revenues are from gross receipts tax. The statewide gross receipts tax of 5% applies to basically all goods and services exchanged. Local communities may levy additional increments.
