MAKE A DIFFERENCE TO STUDENT ACHIEVEMENT
This page contains links to research reports and other documents that show that school libraries make a difference to student achievement; that school libraries have a positive impact on students and on learning. There are documents from a number of countries. There are also links to articles in professional journals and newspapers that are based on these documents. This page is intended to help school librarians to answer the question, "Do school libraries make a difference?".
School Libraries Work!
This is a Research Foundation Paper published by Scholastic Library Publishing; it brings together research findings from almost ten years of school library-related research. The preface notes, "A substantial body of research since 1990 clearly demonstrates the importance of school libraries to students' education. Whether student achievement is measured by standardized reading achievement tests or by global assessments of learning, research shows that a well-stocked library staffed by a certified library media specialist has a positive impact on student achievement, regardless of the socio-economic or educational levels of the community."

A Case Study of Wagon Mound (NM) School District and Its Role as a Partner in the NSF Supported UCAN Rural Systemic Initiative (RSI) Geographically, Wagon Mound is located in Mora County in the northeastern part of New Mexico. The nearest city with a population of 15,000 or more is Las Vegas, New Mexico, some 40 miles southeast; to the north is Raton with a population of less than 10,000. The town of Wagon Mound is at the intersection of highways 120 and I-35, which provide immediate north, south, east, and west access. Surrounded by the Corunudo Hills and just east of the Turkey Mountains and southeast of the Kiowa National Grasslands, the area provides a picturesque setting of diverse environmental conditions. The state capital is located in Santa Fe, which is approximately 100 miles southeast via I-35, which extends from El Paso to beyond Denver.

Issue Summary
New Mexico's student achievement ranks in the bottom tier of states, and more than 8,000 students drop out each year. Unfortunately, in the past most proposals for school reform have fallen into two opposing camps: those who want to maintain the status quo with only minor changes, and those who want to bypass public education and substitute taxpayer-funded vouchers for private schools. In the fall of 2000, Think New Mexico proposed a "third way" to improve schools, which focuses on decentralizing control to the individual school level, allowing members of school districts to choose to implement site-based management, in which the principal, parents, and teachers at each school would make decisions about curricula, hiring and firing, and budgets. A bipartisan bill based on the Think New Mexico report was introduced during the 2001 legislative session, but as the session progressed it was merged with a larger reform package that was eventually vetoed. A revised version of that bill, which contained several of our reforms, was passed in 2003 and signed by the Governor.

Presented at the Technical Advisory Panel Meeting on November 18, 1998 New Mexico estimates that there are approximately 94,500 uninsured kids who already qualify for the Medicaid program and an estimated 5,500 uninsured children in families with incomes between 185-235 percent of the FPL. To target the uninsured populations that qualify for Medicaid or CHIP, New Mexico is conducting numerous outreach activities including, but not limited to:
  • Revising the application process to be more friendly; Eliminating the Medicaid stigma (e.g., making the Medical Assistance/Welfare offices more comfortable and welcoming places and changing the Medicaid card to reflect the name of participating managed care plans); and Distributing various materials, such as frisbees, posters, rulers, crayons, pens, pencils, and water bottles.
The State can already see visible changes as a result of these outreach initiatives. For example, State workers are not perceived as the "welfare police" and enrollment in MexiKids, the current Medicaid program, has been increasing approximately 2,000 to 2,500 per month. To further increase enrollment, New Mexico has implemented presumptive eligibility, Medicaid off-site application assistance, and twelve (12) month continuous eligibility.
