Call to Order and Welcome Jim called the meeting to order at 11:30 a.m. and thanked the group for their attendance after having to change the meeting date. 3. March Program Other Items: The group discussed the Working Parents Forum and some of their current issues, as well as the upcoming SAC (Secondary Advisory Council) elections. Applications are due by April 20th. Kate reminded the group that she is looking for a DPC representative to take her place on the Juvenile Justice Advisory Board. 4. April Program The group discussed the following items for the April program: The math tracks at LAMS and LAHS, issues from the Working Parents Forum, and information on the activities program (Stan Johnston from LAHS.) 5. The board voted to accept as presented the 1998 Operating and Capital Budget as well as to remain with the current effective tax rate. TITLE in-addition Office of the Attorney General Notice Regarding Private Real Property Rights Preservation Act (SB 14) Guidelines This office published notice of its current annual review in the June 14, 2002 issue of the Texas Register (27 TexReg 5275), inviting comments or suggestions concerning the Guidelines. We received no comments. The legislature took no action during the review period to require revision of the Guidelines, but the United States Supreme Court decided one case that clarifies the standard to be applied in considering the effect of temporary development moratoria under the Takings Clause of the Fifth Amendment to the United States Constitution. In Tahoe-Sierra Preservation Council, Inc. v. Tahoe Regional Planning Agency , 122 S. Ct.1465, 1478 (2002), the Court held that temporary development moratoria are not per se takings of property under the Takings Clause, reasoning that "the answer to the abstract question whether a temporary moratorium effects a taking is neither 'yes, always' nor 'no, never'; the answer depends upon the particular circumstances of the case." The Guidelines do not presently address temporary development moratoria. Accordingly, the Guidelines are revised with the addition of a new subsection 1.43(c) as follows:
