New Mexico Tribal Libraries: Bridging the Digital Divide
by Jessica Dorr and Richard Akeroyd S Our first trip was arranged by Ben Wakashige, the New Mexico state librarian, as part of a planning visit in anticipation of implementing the foundation's grant program for public libraries. (For more information on the U.S. Library Program, visit http://www.gatesfoundation.org .) During the 2 days of meetings and site visits, we listened and we learned. Of all the information exchanged, the most important piece was and still is this fact: Tribal libraries serve a vital role for their communities and patrons, and in order for a program from a foundation to make a valuable impact, the design for awarding and implementing grants must be developed with tribal input.
Understanding the Need
New Mexico is home to 19 Pueblos and two Apache reservations. In addition, the northwest corner of the state houses more than one-third of the Navajo Nation. As we traveled miles between tribal library sites, we were able to enjoy the expanse of country that makes the American Southwest so spectacular. Once outside Albuquerque, power lines, phone lines, and cell towers ceased to block our view. They also ceased to provide services on Native lands. Many reservations lack the basic infrastructure—roads, power, water, and communications—that we take for granted in urban areas. According to the 1990 Census of Population, just 53 percent of Native households on reservation and trust lands have telephones, compared to 94 percent for all American homes. And while many Americans consider a home computer a necessity, just 15 percent of all Native households have a computer and only 10 percent have Internet access.

About the Center: The Southwest Research Center of Northern New Mexico opened its doors April 9, 1999, as the combined collections of Taos Historic Museums, Millicent Rogers Museum, and the Harwood Museum of Art.
Scholars interested in the wide spectrum of Northern New Mexico's art, history and culture now have a unique resource at their disposal.
In 1997 the Institute of Museum and Library Services created a new, comprehensive funding program called National Leadership Grants. One category, Model Programs of Library and Museum Cooperation, challenged these two related institutions to model collaborative projects to expand their service to the public with emphasis on how the community is served, technology is used or education is enhanced. A grant of $103,833, awarded in October 1998, allowed formation of a unique partnership of the Taos Historic Museums, the Harwood Museum of Art, and Millicent Rogers Museum with the University of New Mexico Zimmerman Library to combine staff, collections, and resources to create the Southwest Research Center.
Now housed in the 1,300 square foot wing of the Harwood Museum, over 12,500 publications focus on the art history, history, ethnology, and archaeology of the Southwest. The Research Center contains several unique historic collections such as those relating to the American Fur Trade, the adjudication of water rights in New Mexico, and the anthropological and archaeological library of Dr. John James Bodine.

The Albuquerque Public Schools have a WWW page chock full of school information and resources, including a list of URLs to Albuquerque schools with home pages Information about alternative healing schools in the Santa Fe area is available. The Artesia Public Schools , famous for their project to experiment with radio communications with the Space Shuttle, have a website that includes the highschool and the intermediate school. The Carlsbad Public Library will be celebrating 100 years of service in 1997! The students at Chamisa Mesa High School maintain a school web page. College of Santa Fe is a non-profit organization, and the oldest college in the state(1874). Eastern New Mexico University in Portales is the largest educational institution in Eastern New Mexico and is home to the ENMU Greyhounds. Eastern New Mexico University also has a campus at Roswell , with its own website. Farmington High School is said to be the largest highschool in New Mexico.

I was director of the New Mexico Tech Library , at the New Mexico Institute of Mining and Technology , in Socorro New Mexico , from 1981 to 1998. I have a B.A. degree in Library Science/Social Science from Northern Illinois University , an M.A. in Librarianship from University of Denver , and an M.B.A. from University of Missouri-Kansas City

Library Referenda Meet with Mixed Results
The relative handful of library referenda placed before voters in the November 2 off-year election met with mixed results. The two largest measures reported to American Libraries In addition, county voters approved a 1% sales tax to build a new 100,000-square-foot main library in Columbus, Georgia, expected to cost as much as $50.4 million. Other communities passing library-funding measures included Summit County, Ohio; Loudoun County, Virginia; and Amarillo, Texas. However, the Corning (N.Y.) Area Public Library shut down after 102 years of continuous service after two small municipalities rejected for a second time a proposal to create a special tax district to fund the financially strapped facility. The library is expected to remain closed for at least several months. Library-funding measures also failed in Howard County, Missouri, and in Council Bluffs, Iowa. A state-by-state roundup of library referenda and other local ballot measures will appear in the December American Libraries.
