Socorro, NM The Science Olympiad is a national, non-profit, tax exempt organization, devoted to improving the quality of science education, increasing student interest in science, and providing recognition of outstanding achievement in science education by both students and teachers. These goals are achieved by participation in Science Olympiad tournaments, incorporating Science Olympiad into classroom curriculum and attending teacher training institutes. The Science Olympiad was created in 1983 by Dr. Gerard Putz and Jack Cairns to increase interest in science as an alternative to traditional science fairs. After successful tournaments were held in Michigan and Delaware, the program began to attract interest from school districts all around the country. Twenty years later, the Olympiad has members in all 50 states and Canada, totaling more than 14,500 actively participating K-12 schools. Science Olympiad competitions follow the format of classroom lab tests, popular board games, TV shows, and athletic games. Everyone can find a niche for his or her particular skill in Science Olympiad as each event is designed to take advantage of the wide variety of students' talents. Events are well balanced between the various science disciplines of biology, earth science, chemistry, physics, computers and technology. There is also a balance between events requiring knowledge of science facts, concepts, processes, skills and science applications.

NCA-CASI is a regional accrediting association that accredits K-12 schools in New Mexico. The Office of the State Director of the New Mexico State Committee of the North Central Association (NCA) has been provided by the University since the Association first instituted this office in 1906 (date has to be verified) The State NCA office has the responsibility of providing accreditation and evaluation services to the New Mexico NCA member schools . The accreditation status of each member school is determined each year through information reported by the school and analyzed by the state office. School improvement (evaluation) services are provided for each member school on a five year cyclical basis.     The cost of entering the world of educational telecommunications has just dropped for K-12 schools - courtesy of the Federal Communications Commission and the federal Telecommunications Act of 1996. Drawing upon special provisions of the act, on May 8 the FCC ruled that schools and libraries can get discounts of 20 to 90 percent off their monthly Internet, telephone, and other telecommunications bills and some of the other costs of bringing network connectivity to school classrooms. For calendar year 1998, Washington has promised as much as $2.2 billion in funding for the annual discount program, dubbed "the E-rate" by federal officials. These dollars will be part of a newly established Universal Service Fund (USF) - and, if conditions warrant it, the USF may be replenished at equally high levels in the future. To ensure that the neediest schools and districts benefit from this largesse, the biggest discounts will go to schools and districts with the highest proportions of poor students and to schools in rural areas, which often pay higher fees than urban schools for Internet and other telecommunications services.

    More Money for Schools, Less Consensus on Allocations
    The issues highlighted during the 1997 regular legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas indicate state government echoed the public's concerns about the quality of K-12 education. With budget surpluses adding as much as $14.2 billion to 1997 state coffers across the nation, according to a September report in the Washington Post, states gained flexibility to invest more in public programs, including education. At the same time, some legislative actions sought to expand public choices in schooling. Lawmakers in all five states increased public school budgets, with Arkansas standing out by devoting nearly half its annual budget to K-12 education. Except for New Mexico every state in the region increased teacher salaries or placed teachers on salary schedules that reward years of experience. Other educator-focused laws require criminal-background checks for people seeking certification as Arkansas and New Mexico school personnel and enhance professional development opportunities for Texas teachers and Louisiana school administrators. It seems lawmakers recognized that a high-quality school work force is necessary for improving public education, and they crafted policies to achieve that end.
