    CAPITAL MANAGEMENT: C-
    The state does a somewhat better job in allocating resources for its Department of Transportation than it does for its facilities. The department prepares a six-year Statewide Transportation Improvement Plan, which is updated every year. Most DOT projects are finished on time, and come in close to budget. The department uses several forms of alternative delivery to speed project completion, including public-private partnerships.

    Report Card: New Mexico FINANCIAL MANAGEMENT: C- There's tension in New Mexico's fiscal process, centered on a fundamental dispute between the budget office, which wants agencies to have more flexibility to manage appropriations, and the legislature, which thinks there's too much flexibility already and wants to maintain as much control as possible for itself. There's no question that the agencies live a restricted life. Money is appropriated to them by line item, and many of the items are highly specific, precluding the option of moving money around as needed. At its core, this is a dispute between a Republican administration and a Democratic legislature that do not trust each other. It is unlikely to resolve itself soon, and the result is a continuing state of budgetary confusion. Agency books are audited, but the statewide financial report is not. New Mexico aims to present a complete set of audited books for inspection sometime in 2001. Even the unaudited financial statements sometimes take nine months or a year before the public gets a chance to see them. Other financial matters have improved some. Due to favorable economic conditions, the balance between revenues and expenditures looks better now than it has for years, and the state's rainy day fund is more than 5 percent of recurring appropriations. After years of lowballing Medicaid and corrections estimates, New Mexico may have Medicaid costs under control through the use of managed care. Corrections expenditures are still coming in above appropriations, and require annual supplementals.

    MEXICAN WAR
    Although frequently simplified by students of the conflict, the causes of the Mexican War of 1846-1848 were complex. Relations between the two countries had been strained almost from the moment Mexico won its independence from Spain in 1821. Although a republican form of government was established in 1824, Mexico proved to be a republic in name more than in fact. Wracked by frequent revolutions, the nation remained weak and unstable and was often dominated by dictators. As a result of the disorder, the United States, France, and Great Britain lodged claims against the government for damages inflicted upon their nationals and property. The American claims were submitted to a commission for arbitration, which settled on a figure of about $2 million. When the Mexican government defaulted, sentiment among Americans for collecting the claims by force increased, and some urged that war be declared. Mexico's grievance against the United States focused on the issue of Texas. Already angered by America's aid to the Texas Revolution, the Mexican government became further alarmed when the movement to annex Texas to the United States gained momentum. Mexico had never recognized Texas's independence and made plans to recapture the area. As Congress debated the issue, Mexico made it clear that the permanent loss of Texas would be sufficient cause for war.

    David Saville Muzzey's popular 1911 text "American History" explained the Mexican War to school children of the early twentieth century, told why the United States seized California in 1846, and how the U.S. ended the Texas-Mexico border dispute. The Treaty of Guadalupe-Hidalgo, which officially ended the war, was signed in 1848, just nine days after gold was discovered at Sutter's Mill. Dr. Muzzey's text also gave great insight into contemporary American thinking about "Manifest Destiny." This text, and its revised editions, was still in classroom use as late as the 1940's.     The U.S. Mexican War
    The status of Texas was in limbo—the United States government was undecided whether or not to grant the Republic statehood. To complicate matters, Mexico never formally recognized Texas’ independence. The Mexican government simply viewed Texas as a rebellious territory that they would eventually reconquer. Meanwhile, President James Polk looked farther west for areas to expand the young nation. In 1845, Polk sent a diplomat to Mexico with an offer to purchase New Mexico and California from the Mexican government. He also wanted Mexico to agree to establish the Rio Grande river as the border between the two countries, which would make Texas part of the United States. As payment, the United States would relinquish legal claims against Mexico, an amount totaling more than $3 million. The people of Mexico were still angered by the issue of Texas’ independence, however, and public sentiment forced the Mexican government to refuse any deal with the United States. The Mexican government still considered Texas part of their republic. Polk was outraged, and sent military forces, under the direction of Zachary Taylor, to the Rio Grande river. Skirmishes immediately broke out. One of these battles took place just north of the Rio Grande, in disputed territory. Polk interpreted this as an act of aggression against the United States and asked Congress to declare war on Mexico, which it did. During this time, Taylor’s army was winning battles with regularity in the Rio Grande area. Taylor pushed into Northern Mexico while to the west Americans were infiltrating northern California. Soon, a rebellion against Mexican rule in California was underway. By mid-1846, California was known as the Bear-Flag Republic, which had a brief life span of 19 days. The U.S. military occupied the Los Angeles area and declared authority over the whole republic. Control of California was the heart of Polk’s Manifest Destiny doctrine

    North Central New Mexico Economic Development District (NCNMEDD) is an association of local units of government and other organizations created to encourage and allow regional cooperation on a multitude of issues. We were formed in 1967 under the authority of the Joint Powers Agreement Act, Section 4-22-1 to 4-22-7, New Mexico State Statues Annotated, 1953 Compilation. NCNMEDD was created originally to serve the eight counties of Colfax, Los Alamos, Mora, Rio Arriba, San Miguel, Sandoval, Santa Fe, and Taos. Sandoval County remains a member, but is now attached for planning purposes to the Middle Rio Grande Council of Governments. Our founders outlined an ambitious program at a time when regional cooperation was still a new idea. Although times and resources have changed, we still work to achieve our original purpose of improving the quality of life in our member communities.
