BETWEEN 1993 AND 1999, THE NEW MEXICO LEGISlature appropriated more than $1.6 billion for capital outlay of all kinds, including such things as public education, Little League fields, sewer projects, youth centers, parks, heavy equipment and transportation. The funding sources for these projects were comprised of $270 million in general fund money, $645 million in severance tax bonds, $218 million in general obligation bonds, $369 million in other bonds (highway bonds from future federal funds for N.M. Highway 44, WIPP, and others), and $118 million from other state funds. During each legislative session, lawmakers have funds available (over $250 million in the 2001 session) in severance tax bonding authority and other sources to divide on capital projects. The money is traditionally split equally one third to the governor, one third to the House, and one third to the Senate and then further allocated to each member according to seniority, political party, and other factors.

New Mexico Economic Development Department August 25, 2005 Hydrogen Business Council Announces Annual Hydrogen Energy Conference In Santa Fe On February 23-24, 2006 The New Mexico Hydrogen Business Council (NMHBC) is a non-profit trade association dedicated to the success of its members, supporting New Mexico as a venue for hydrogen energy and the development of hydrogen markets worldwide. The NMHBC successfully inaugurated the hydrogen implementers' conference in 2005 with the support of its members and the hydrogen community. This year's conference includes invited speakers from the State Government, U.S. Department of Energy, the U.S. Fuel Cell Council, the National Hydrogen Association, the U.S. Energy Association, and several important leaders in the hydrogen energy industry. Regional cooperation will be a central theme of this year's program. The NMHBC gratefully acknowledges the support of the Economic Development Department of the State of New Mexico. "Governor Richardson is a strong proponent of hydrogen energy and he is very knowledgeable about hydrogen having served as U.S. Secretary of Energy" stated David Haberman, President of the Council. "New Mexico is very fortunate in the leadership role that its Congressional Delegation plays in the national energy policy and the recent energy bill shepherded by Senators' Domenici and Bingaman provided significant resources to implementing the hydrogen vision," Haberman emphasized.
