A Primer on Continuing Education
This is the second renewal cycle where registrants have been required to meet continuing education requirements in order to maintain their registrations in New Mexico. as a refresher, here are answers to the most often asked questions:
  • What is the time frame in which I have to accumulate my credit hours, and how do I keep track of what I've done? You have had a two-year period to acquire your credit hours, beginning on January 1, 2002 and ending on December 31, 2003. In addition, if you accumulated more than 24 hours in the last renewal cycle, you were eligible to carry-over a maximum of 8 of these additional hours to be credited during this cycle. You received a reporting form for 2002-03 with your registration. The form was also included in the renewal packet just mailed to you. The form is also available on the website. If I have an AIA transcript, do I need to rewrite everything on the continuing education form?

Model Nursing Act and Rules
61-3-1. Short title. Sections 61-3-1 through 61-3-30 NMSA 1978, may be cited as the "Nursing Practice Act." 61-3-2. Purpose. The purpose of the Nursing Practice Act [61-3-1 to 61-3-30 NMSA 1978] is to promote, preserve and protect the public health, safety and welfare by regulating the practice of nursing and schools of nursing in the state. 61-3-3. Definitions. As used in the Nursing Practice Act:
  • "advanced practice" means the practice of professional registered nursing by a registered nurse who has been prepared through additional formal education as provided in Sections 61-3-23.2 through 61-3-23.4 NMSA 1978 to function beyond the scope of practice of professional registered nursing, including certified nurse practitioners, certified registered nurse anesthetists and clinical nurse specialists;
  • "board" means the board of nursing;
  • "certified nurse practitioner" means a registered nurse who is licensed by the board for advanced practice as a certified nurse practitioner and whose name and pertinent information are entered on the list of certified nurse practitioners maintained by the board;
  • "certified registered nurse anesthetist" means a registered nurse who is licensed by the board for advanced practice as a certified registered nurse anesthetist and whose name and pertinent information are entered on the list of certified registered nurse anesthetists maintained by the board;

    New Mexico was the first state to enact a law granting psychologists the right to prescribe. Seeing a psychiatrist in New Mexico can take up to six weeks and an hours long commute. HB 170 and the regulations to implement it will expand the pool of mental health care providers by providing additional training in medicine and pharmacology to psychologists who are already experienced clinicians with doctoral level training.

    Overview
    New Mexico was one of the first states to establish a public-private partnership to build telecommunications infrastructure, particularly for use in the public education system. However, legislation and regulatory actions mandating universal service have not been instituted, and there are severe obstacles to networking. For example, the state's many rural areas are difficult to reach because of the vast distances that separate them, and the state has a small population and high unemployment and poverty levels. Technet, a private nonprofit network, has served the state for ten years. The Information Network of Kansas and Nebraska Online used Technet as one of their models.

    Technet, a nonprofit fiber optic network linking national laboratories, governments, universities, and businesses, was established in 1985. Originally created by the state, three state research universities, and national laboratories and research organizations doing business in New Mexico, Technet's mission is to use networking technology to promote economic development and support education. With $2 million from the state and $1 million from the U.S. Department of Energy, Technet installed a fiber optic network that it planned to make self-supporting within three years. Technet partnered with professional associations such as the State Bar Association, the Real Estate Association of New Mexico, the Big I Insurance Association, and others who were willing to pay for electronic access to information from the government and other sources.

    New Mexico's School Funding Formula
    New Mexico's school funding formula has long been considered one of the most equalized in the nation. A state will tend to have more equalized funding when several conditions apply: a) the state takes on a larger share of the funding (as opposed to when individual school districts raise the majority of funds through property taxes); b) states target their funding to poorer districts, and; c) states take into account regional differences in the cost of education (for instance, it is more expensive to educate a child in New York City than in Plattsburgh.) Until 1997, the state of New Mexico contributed about 74 percent of school funds. In 1997 the legislature passed a revised school funding formula (S.B. 100), increasing the share of funds to around 84 percent and targeting more of these funds to at-risk students. Money raised in individual school districts may go towards construction and maintenance, but not for school operating costs.

Each public utility's electricity production portfolio will include a progressively greater percentage of service from renewable sources. Rural electric cooperatives are exempt from the standard. The legislation requires that utilities generate 5% of retail-sold power as of 2006, increasing by 1% per year to 10% of retail generation in 2011. The intent of this measure is to strengthen the stability of the supply of electricity, enhance the environmental health and welfare of the state, stimulate economic development, conserve water and depletable resources, while reducing vulnerability to power market price fluctuations.

    To expose radiographs in the state of Arizona, dental assistants must successfully complete and the Arizona Radiologic Proficiency Exam (AZ RAD) . After both written and clinical exams are successfully completed, DANB will issue your Arizona Radiologic Proficiency Certificate.
    Maryland
    The state of Maryland requires education for dental assistants. It is against the Maryland Dental Laws and Regulations to expose dental radiographs or perform expanded intra-oral functions without being registered by the Maryland State Board of Dental Examiners. Passing any DANB examination does not automatically qualify a candidate to perform these duties. However, all candidates must pass The candidate must also have completed a minimum of 24 hours of a Maryland Board-approved course of study in dental radiography . In order to perform expanded intra-oral functions (general chairside or orthodontic chairside), one must have written documentation of completing a Maryland State Board of Dental Examiners-approved training program (minimum 35 hours) and pass the national DANB Certified Dental Assistant Exam (CDA) or national DANB Certified Dental Orthodontic Exam (COA) .     The College of Agriculture and Home Economics is aggressively involved in finding solutions to current problems in New Mexico. Many of our research and community educational programs are guided by community advisory groups, which help focus our efforts on improving the economic and environmental conditions and personal quality of life in our communities. The task forces and special initiatives listed below are just a few examples. Chile Task Force Formed in 1998, the Chile Task Force is working to ensure that New Mexico's chile industry is cost-effective enough to be competitive in a global market place. Three working groups (mechanical harvesting, best management practices and drip irrigation) focus on modernizing the local industry. Proposed research will simultaneously develop harvest and cleaning machinery, breed cultivars and formulate best management practices for mechanical harvesting and assess the economic efficiency, profitability, financial feasibility and risk profile of adopting of mechanical harvesting. Conventional and electronic Extension and education materials will be developed for all aspects of the project.

The COP outlined for hospitals specific regulations regarding the identification and timely referral of potential organ and tissue donors to the organ procurement organization (OPO) with whom they have an agreement. In addition, the COP requires hospitals to collaborate with their affiliated OPO to educate their staff on issues of organ and tissue donation and the referral process. Compliance with the COP is tied to the hospital's Medicare and Medicaid reimbursement. Th meet this COP requirement, New Mexico Donor Services (NMDS), participates in the orientation programs of hospitals in the Albuquerque-Santa Fe area. For those hospitals outside of this geographic area, NMDS has created a free self-paced organ and tissue donation module that has been awarded one CEU. The module can be completed by either reading the workbook or by inserting a disc or CD in a computer. Upon completion the user fills out the posttest and evaluation and mails them to NMDS. NMDS then issues the CEU to the participant and records their completion in a database.

    Recognized as the most comprehensive youth hunting program anywhere in North America, the youth Hunter Education Challenge (YHEC) is NRA's "graduate studies" program in outdoor skills and safety training for young hunters. Open only to those who have completed hunter-safety training at the state-or provincial-level, the program is conducted under simulated hunting conditions to provide the best practical environment for reinforcing and testing a young hunter's skills. From rifle, bow and muzzleloader shooting at life-sized targets, to wildlife identification, to map-and-compass orienteering and more, YHEC participants get hands-on training in eight skills areas, giving them expertise in all methods of take and all types of game. State- and provincial-level YHEC programs, hosted by volunteer instructors, draw an estimated 50,000 youths each year.
