The State of New Mexico provides limited regulation of academic programs offered by private institutions. The New Mexico Higher Education Department is authorized to license private career schools and non-accredited or accredited degree granting institutions operating in the state. Although the Higher Education Department sets standards regarding issues such as faculty qualification, credit hour requirements and administrative procedures, the focus of the regulations is on consumer protection . Consequently, licensure with the Higher Education Department does not constitute endorsement or approval of an institution by the Higher Education Department. I. How to obtain a first-time license, exemption, or registration Each private post-secondary institution or career school that qualifies as having a "presence" in New Mexico must obtain a license. "Presence" is defined as: offering courses, programs or degrees on site or from a geographical site in New Mexico or maintaining an administrative, corporate or other address in the state. Boating or PWC Course
Each year, as more and more people experience the pleasures of recreational boating in New Mexico, the need for educated boat operators increases. Whether you own a boat, rent a boat, boat with friends or are planning to purchase a boat, safety is your responsibility. The New Mexico Boating Division offers a variety of courses that will help you to increase safety skills. The goal of the boating education program is to help you reduce accidents and fatalities through safe boating. According to the US Coast Guard, 90 percent of all boating fatalities in 1999 occurred on boats where the operator had not completed any boating safety courses. Marine enforcement officers conduct educational outreach through school programs (K-12). For more information about this program, contact Stephen Verchinski by phone at (505) 476-3390 or by e-mail at Verchinski@state.nm.us. The New Mexico Boating Division also offers classes for teens and adults. We encourage you to view the offerings below, find a course that suits your needs, and take it. Forest Management
Forest Conservation Regulation For centuries, trees and forests have held a special value for individuals and cultures around the world. As such, it is inevitable that laws were adopted to protect and define their management. The modern debate about what we call forest practice laws began with a battle between Gifford Pinchot and William Greeley. Pinchot not only advocated public ownership of the vast federal lands, he also argued that all private forest lands should be regulated to stop the abuses of the cut and get out timber operations. Pinchot once wrote: The most urgent need of the forests of America is similar control. Voluntary cooperation as a means of ending forest devastation has broken down. Almost every civilized country has, to some extent, public control of lumbering on private forest lands. In America, we must have such controls as will stop forest devastation. This is the key to our future in forestry.
Greeley believed that landowner education, technical assistance, and aid were preferable alternatives. The difference between Pinchot and Greeley reflects the classic debate between those who believe that people will do the right thing if they only know what to do and those who believe that rules must be adopted and enforced if the right thing is to be done. It is analogous to the basic rule of the road - do we really need speed limits and traffic patrols, or is driver education and a basic understanding of highway safety enough? Because we obviously need both, the question is how much of each?

EMPLOYMENT SECURITY DIVISION
The Employment Security (ES) Division, under the supervision of the Office of the Secretary, is organized into four bureaus. The bureaus are Field Services, Unemployment Insurance, Appeals Tribunal, and Economic Research and Analysis. The ES Division has four major functions. The division administers the Unemployment Compensation law of New Mexico, operates a labor exchange program; it provides job training services to qualified job seekers through the Workforce Investment Act; and develops, analyzes, and publishes labor market information for New Mexico and its subareas. Services to the public are provided through a network of one-stop-shop career centers located throughout the state
Field Services Bureau
The Field Services Bureau is responsible for the labor exchange program, the process of matching qualified job applicants with employers' work requirements, in accordance with the Wagner-Peyser Act. It also has the responsibility for the local implementation of unemployment insurance, Job Training, and other programs administered through the Field Services Bureau. The administrative staff of the Field Services Bureau is headquartered at the Tiwa Building in Albuquerque and serves as the supervisory and administrative chain of command from the Secretary to the Employment Services Division to the field office staff. The Field Services Bureau currently has over 20 one-stop-shop career centers located throughout the state
