Respiratory Care Board The primary purpose of the Board is to safeguard the life and health and promote the public welfare by qualifying, licensing, and regulating the practice of respiratory care in New Mexico.
Standards and Criteria for Licensing and Regulation
The Board promulgates rules and regulations to set standards of education, minimum proficiency for performance and continuing education requirements for licensure applicants and for licensees. The Board thereby protects the public welfare by ensuring that the RCP is competent in the delivery of patient care and in the performance of complex and potentially hazardous medical procedures in the area of cardiopulmonary technology. Requirements for licensure include successful passing of a national standards exam developed and administered by the National Board for Respiratory Care, Inc. (NBRC).

The following is a news release issued by the New Mexico Educational Assistance Foundation.
Fact Sheet: New Mexico Student Loans And Special Allowance Interest Payments
History In 1981 the New Mexico legislature created two institutions, the New Mexico Educational Assistance Foundation (NMEAF) and the New Mexico Student Loan Guarantee Corporation (NMSLGC), to serve as a lender, guarantor and secondary market for student loans in the state. Today, NMEAF is the largest originator of post-secondary loans in the state, providing low-cost financial aid for New Mexicans both within and outside the state. In addition, NMSLGC has become one of the most active guarantors of educational loans in New Mexico. Together, under the New Mexico Student Loans (NMSL) organization, the private, non-profit NMEAF and NMSLGC have financed approximately $1,250 million dollars in educational loans to more than 360,000 students since the early 1980's. In 1993, NMSL was affected by changes to the federal Higher Education Act of 1965 (HEA), involving a separate special allowance interest payment calculation for loans funded by tax-exempt bonds originally issued before October 1, 1993. The amendment allowed Federal Family Education Loan (FFEL) program lenders, such as NMEAF, a minimum interest rate of 9.5% on the loans in these eligible bonds.

Newsletter: War and Ecological Design, Greywater Regulation Revolution
March 2003
On this page: Dear Ecological living enthusiasts: I generally try to keep politics corralled in the Activism links section of the Oasis web site. However, war on the scale that is happening at this moment is impossible for me to ignore as an ecological designer. Please take a moment to consider the connection between lifestyle and the current resource wars, followed by a small bright point of good news from New Mexico.
Ecological design and war
"Look to your posessions for the seeds of war."
John Woolman, 17th C. Quaker mystic Gaining control of the rest of the worlds key resources, by force if necessary, is the only way to keep American levels of consumption and profit growing. Captains of American industry and government are clear on this. In fact, they have staked their personal economic fortunes on this effort to an alarming degree. As long as the world view of the people in power and much of the public is that more extravagant consumption equates with greater happiness, it will be difficult to avoid war.

New Mexico Board Of Education
New Mexico Board Of Education - The New Mexico Board of Education is responsible for determining the requirements and qualifications for licensed New Mexico educators.
It now employs a competency-based system for preparing and licensing its thousands of teachers.
This involves a special set of New Mexico Board of Education adopted competencies for each licensure and endorsement area. The competencies reflect the skills, knowledge, and abilities that beginning educators are expected to have upon completion of a New Mexico Board of Education educator preparation program.
There is also a specialty area program approval process whereby New Mexico Board of Education's Professional Standards Commission reviews the licensure and endorsement programs at each institution of higher education to ensure compliance with the New Mexico Board of Education rules and high standards.
The New Mexico Board of Education regulations reflect the skills, knowledge, and abilities that beginning educators are expected to have upon completion of a New Mexico Board of Education educator preparation program.
