Focus areas were determined with input from a variety of stakeholder groups and individuals. Through this grant we will support and encourage partnerships among the New Mexico State Department of Education, the five universities which provide teacher education programs (University of New Mexico, New Mexico State University, Eastern New Mexico University, Highlands New Mexico University, and Western New Mexico University), ten regional cooperatives, local school districts and Parents Reaching Out (PTI).

CURRICULUM AND INSTRUCTION
Health Education
New Mexico students in grades K-12 are not required to receive instruction in health education. Students are not required to complete a specified number of health education courses in order to graduate.
State Board of Education Administrative Code (2000) details content standards for health education. Local schools are not required to follow a specific curriculum, nor does the state provide a suggested framework.
Students in New Mexico are not required to take a statewide exam covering health education topics.
HIV, STD, and Pregnancy Prevention Education
Administrative Code (1988) requires HIV education in elementary, middle, and high school, but the specific grades are up to the local schools. "The instructional program shall include, but not necessarily be limited to: definition of AIDS, ARC, HTLV-III; the symptoms and prognosis of AIDS; how the virus is spread; how the virus is not spread; ways to reduce the risks of getting AIDS, stressing abstinence; societal implications for this disease; local resources for appropriate medical care; and ability to demonstrate refusal skills, overcome peer pressure, and use decision?making skills." The state does not require schools to follow a specific curriculum, nor does it provide suggested resources. Further, the state does not have limitations on what can or cannot be included in the instruction.

Administrative Code The New Mexico Higher Education Department is committed to partnerships that serve all New Mexicans and promote education. The Higher Education Department understands that preparing for a college education must begin early, and through GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) and other efforts of the Higher Education Department strives to educate parents and students on the opportunities available to them. GEAR UP is a state partnership grant awarded by the U.S. Department of Education for the purpose of educating at-risk students and their parents on college opportunities, including planning and financing. Through GEAR UP, the Commission has partnered with the New Mexico State Department of Education as well as a number of public and private organizations dedicated to preparing students for a college education. In addition to information on GEAR UP, this section provides links to other community resources and programs dedicated to people and education as well as links with detailed information on the GED, ACT, and SAT tests. The ACT and SAT tests are generally part of an institution's entrance requirements which students may take their junior or senior year, and the GED is an alternative to graduating with a regular high school diploma.
