US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. CURRICULUM AND INSTRUCTION
Health Education
New Mexico students in grades K-12 are not required to receive instruction in health education. Students are not required to complete a specified number of health education courses in order to graduate.
State Board of Education Administrative Code (2000) details content standards for health education. Local schools are not required to follow a specific curriculum, nor does the state provide a suggested framework.
Students in New Mexico are not required to take a statewide exam covering health education topics.
HIV, STD, and Pregnancy Prevention Education
Administrative Code (1988) requires HIV education in elementary, middle, and high school, but the specific grades are up to the local schools. "The instructional program shall include, but not necessarily be limited to: definition of AIDS, ARC, HTLV-III; the symptoms and prognosis of AIDS; how the virus is spread; how the virus is not spread; ways to reduce the risks of getting AIDS, stressing abstinence; societal implications for this disease; local resources for appropriate medical care; and ability to demonstrate refusal skills, overcome peer pressure, and use decision?making skills." The state does not require schools to follow a specific curriculum, nor does it provide suggested resources. Further, the state does not have limitations on what can or cannot be included in the instruction.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

2004-2005 State Arts Education Policy Database This searchable database contains information on state arts education policy gathered in Fall 2004. It updates information that was provided on the website of the National Conference of State Legislatures (www.ncsl.org). It also includes new information that was not previously provided in the NCSL database. The database contains information collected primarily from state departments of education. The source of the information was principally the arts education consultant within the department of education.     What does it mean to be environmentally literate? The National Project for Excellence in Environmental Education , initiated by the North American Association for Environmental Education (NAAEE) in 1993, is attempting to answer that question. Environmental education is a process that aims to develop an environmentally literate citizenry that can compete in our global economy; has the skills, knowledge, and inclinations to make well-informed choices; and exercises the rights and responsibilities of members of a community. Through the National Project for Excellence in Environmental Education , NAAEE is taking the lead in establishing guidelines for the development of balanced, scientifically accurate, and comprehensive environmental education programs. Quality environmental education programs facilitate the teaching of science, civics, social studies, mathematics, geography, language arts, etc. These guidelines will help educators develop meaningful environmental education programs that integrate across and build upon the high standards set by the core disciplines. The National Project for Excellence in Environmental Education is a multi-year program designed to identify and provide examples of high quality environmental education practice.     What are the Regional Resource Centers?
    The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

    Expanding the Audit Pool
    The State Auditor's Office continually solicits new firms to join the pool of independent public accountants eligible to compete for the annual financial and compliance audits. The pool has been expanded in recent years as the Office of the State Auditor improved relationships with independent public accountants. Expanding the number of accountants in the bidding process is intended to make bids more competitive and increases the quality of the audits. Accounting firms must provide to the State Auditor's Office an organizational chart, results of an external quality peer review conducted every three years, proof of professional liability insurance, proof of an accounting license, a list of all certificate holders, a list of any professional service contracts performed for government entities and an individual firm profile document.
    Financial and Compliance Audits
    All state agencies, local governments, colleges and universities, and public schools must be examined annually under New Mexico law. Audits begin near the end of the fiscal year on June 30 in New Mexico. More than 544 audits are performed with a cost of more than $6 million. The agencies being audited pay for these audits.
