      The International Partnership for Service-Learning and Leadership, in affiliation with The Council for Exceptional Children (CEC) and its Division of International Special Education and Services (DISES), is pleased to offer cross-cultural programs in 10 nations, combining academic study for credit with internships in programs for individuals with disabilities.     ANTI-DONATION CLAUSE
    Article 9, Section 14 of the constitution of New Mexico. The provision that prohibits the state from making direct grants of aid to entities or persons, despite the need or value of the project, unless the strict requirements of the provision are satisfied.
    APPROPRIATION
    The allocation of public money for a particular purpose by the act of the legislature, approved by the governor. Article 4, Section 30 of the constitution of New Mexico requires that appropriations distinctly specify the sum appropriated and the object to which it is to be applied. In addition, appropriation measures specify the fund from which the appropriation is made, the state agency to whom the appropriation goes, the fiscal years in which the appropriation can be expended or encumbered and whether the balance of the appropriation will revert to the funding source.
    ATTORNEY GENERAL'S OPINION
    Section 8-5-2 NMSA 1978 authorizes the attorney general to "give his opinion in writing upon any question of law submitted to him by the legislature or any branch thereof, any state official, elective or appointive, or any district attorney . . .".     Regulatory Changes Cloud AYP
    Claims of overall improvements on the state Adequate Yearly Progress (AYP) report cards required by No Child Left Behind (NCLB) are clouded by regulatory and statistical adjustments that have made it easier for many schools to report gains.
    The National Education Association (NEA) tallied AYP results for 41 states (as of November 9, 2004) and found fewer schools failing to make AYP for at least one year. The number of failing schools in these states declined from 23,273 in 2003-04 to 17,831 in 2004-05. Thirty-two states reported more schools making AYP, while nine reported fewer schools making AYP.
    AYP Games
    South Carolina, for example, set a modest goal of 17.6 percent proficiency in English/language arts and 15.5 percent proficiency in math for 2003-04 and achieved that in just over half of its 1,039 public schools. Next year, South Carolina schools must more than double the percentage of students scoring proficient, to 38.2 percent for English and 36.7 percent for math.

    Albuquerque Community Foundation seeks to improve the quality of life in the greater Albuquerque area by providing support for projects and organizations which serve the Albuquerque community in arts and culture, children and youth, education, environmental and historic preservation, and health and human services. Through endowment funds and community grant programs, the Foundation supports projects that are innovative, meet the needs of underserved segments of the community, encourage matching funds or additional gifts, promote cooperation among agencies, empower the disadvantaged and disabled, and enhance the effectiveness of local charitable organizations.     Parent Charged Under Truancy Law
    Governor Bill Richardson signed a truancy bill with the toughest penalty yet - driver's license suspension for chronic truants. This is one of those dangerous actions that does not immediately appear dangerous. The problem is that it ties a civil right (driving a car) to an unrelated criminal misdemeanor (truancy). There is no difference from making a law that your license will be suspended if you bounce a check or get into a bar fight. The crime and the punishment are completely unrelated. Apparently it is not enough that parents/guardians of truants are considered criminally negligent and can be charged as such. A parent can be charged with petty misdemeanor truancy if their child misses 10 or more days of school in a year. The yearlong pilot project involved an intensive prevention program and the threat of prosecution against parents of chronically truant students. [Truancy prevention coordinator] Garcia signed the first five criminal complaints against Albuquerque parents in November and those cases were handled in Children's Court.

    Bart Pisha: Research Director, CAST Bart Pisha, Ed.D.'93, almost missed being interviewed for this story because he couldn't find his car. Returning to Boston from a weeklong conference in New Mexico, he'd taken a cab straight home, forgetting that he'd left his car at work to avoid paying for parking. In many ways, Pisha, who squeaked through high school and dropped out of college twice, is the perfect person to oversee research at CAST. Not only does he have a great mind for elaborate, conceptual investigative projects, he also knows what it's like to be an atypical learner. A husky, avuncular man in his mid-fifties, he fidgets like a teenager when he's forced to sit still. His diagnosed attention deficit disorder makes organization and memorization uncommonly difficult. "This car thing is not an isolated incident," he says. "I'm very forgetful. I can't just tell somebody, 'I'll call you next week,' because I won't." Numbers are the worst, he says. When calling a close colleague, for instance, he has to refer repeatedly to the phone book because he can't remember number sequences from moment to moment. He can tell you that he and his wife just celebrated their 30th wedding anniversary, but not, off the top of his head, the year in which they got married.

    This paper presents a brief update on activities of the Subcommittee on Select Education and Civil Rights; and a discussion of issues related to multiculturalism, special education, and school reform. The author discusses the goals, advantages, and problems of various types of legislation including the Individuals with Disabilities Education Act (IDEA), the Vocational Rehabilitation Act, and the Americans with Disabilities Act (ADA). The paper also highlights a number of inequalities in the schools, the importance of special education research findings for minority students, and failures of educational reform as it relates to upgrading the curriculum and student performance. Good Morning and welcome to Washington, D.C. I am pleased and honored to be here today. It is good to see some familiar faces from the past and I am sure you will all have a productive experience at this gathering. I thank you for inviting me to speak and hope that what I have to say will be useful to you. Let me first thank Dr. Walker for inviting me to participate in this conference and commend the Research and Training Center which, under her guidance, has developed some very promising strategies with respect to youth and adult transitions and parent empowerment.
