Response to my article regarding the lack of educational policies and procedures for 'Remediation and Release' of special education students ([3] No Exit: The 'Black Hole' of Special Education ) has been extensive. Letters from individuals interested and involved in the problem - parents, teachers, students, administrators, voters - have added yet more names and stories that tell of the depth and hopelessness of the current 'permanent placement/black hole' process that holds special needs children in a system which seldom offers a positive or acceptable exit. What strategies can be used for teaching science to students with disabilities? The IDEA Amendments of 1997 require that students with disabilities have access to the general education curriculum. This legislative requirement makes the accessibility of curricular materials an issue of even greater importance than it otherwise would be. To meet the goal of equal access to the curriculum for everyone, to enable each student to engage with his or her lessons in a meaningful way, teachers must be prepared to provide useful alternatives in terms of both curricular materials and instructional delivery. Well-adapted materials without an effective method of teaching are practically useless, but with the proper tools and instructional methods, a good teacher encourages each member of the class to participate directly in the learning experience. Is it possible for a gifted child to have a disability, or a child with a disability to be gifted? Whitmore and Maker (1985) discussed four obstacles to identification:
  • Stereotypic expectations that disabled persons are below normal.
  • Developmental delays, particularly in verbal area, among disabled children, so their high intellectual ability usually goes undetected when using verbal tests with them.
  • Incomplete information about the child, which results in overlooking areas of strength that might be displayed in nonacademic settings.
  • No opportunity to demonstrate superior ability because of the highly verbal nature of school tasks and ability testing used in special education.
To lessen these barriers, schools must use nonverbal intellectual measures as well as alternative assessments. Child Find programs should encourage the search for giftedness as they assess children who might be disabled. As in all things, early intervention is a key to ultimate success.     Introduction
    Several factors influence the identification of English language learners with special needs. Limited prior schooling, lack of proficiency in English, native language background, cultural expectations, and personal or family concerns can all influence a learnerçs academic progress. It can be difficult to distinguish between a learning disability and learning problems caused by a variety of other factors. English language learners whose difficulties in school stem from these factors may be misidentified as having a learning disability. In other cases, English language learners who have a learning disability may not be properly identified on the assumption that their learning problems stem from linguistic and cultural differences. To further complicate matters, special needs may not have been identified in the learner's native language but may become evident as the student is learning English.

    • Higher salary levels for personnel in community day and residential programs serving the developmentally disabled. Such salaries, funded primarily by state support, are too low resulting in high turnover, use of untrained workers, and general deterioration of programs. Expansion of day programs for the developmentally disabled, including work activities, sheltered workshops, job placement and training. This is needed for the rising number of public school graduates and residents of newly established group homes across the state. Expansion of group homes for the developmentally disabled, including Intermediate Care Facilities/Mentally Retarded (ICF/MR) for the severely handicapped needing nursing care, and semi-independent living group homes and supervised apartments for the more advanced clients. A state law may be needed, requiring that developmentally disabled group homes be considered as single-family residences under local zoning ordinances, so that group homes can be located in residential areas where land prices are less costly.

Dear Governor Johnson: et seq . We conducted our investigation by touring the School with two consultants from April 23-26, 1997; reviewing documents; and meeting with current and former staff, students and their families, and other interested persons. Our review of documents included numerous School and State documents and individual students' records.
During our tour and throughout our investigation, we received the cooperation of the staff at NMSVH. We appreciate the unimpeded access to the School that State officials afforded us.
NMSVH is a residential facility, established in 1903 for the purpose of educating students with visual impairments. The census of students at the School, which once numbered two hundred or more, has dropped in recent years to between sixty-five and seventy students. The number of students in attendance fluctuates during the school year primarily as a result of expulsions and removal of students by their parents. The School educates some of its students year-round, while other students return home for the summer term. The School's summer program is open to young people who do not attend the School during the regular school year.
Approximately half of the students at NMSVH have one or more disabilities in addition to their visual impairment; some of these children are nonverbal. Many of the students have behavior problems and some have significant medical needs. At least half of the students at the School are considered to be of average or above average intelligence.

The following article appeared in Journal 2004 , the publication of the Illinois Association for Gifted Children. It offers a look at who twice-exceptional children are and what they need to be successful. What Can We Learn from a Tale of Two Cities? By Linda C. Neumann This is not about the story by Dickens. This tale was recently reported by the Chicago Tribune newspaper. It is a tale about two school districts in two cities that coped with students’ special needs in two very different ways. The article described how a high school in a Chicago suburb is expecting a student next year with a life-threatening allergy to latex. Officials at the school have started addressing the situation a year in advance. Their goal is to make the school a “latex-free zone” by the time the student arrives. Already, officials have banned all latex products, from medical gloves, to swim caps, to balloons – the standard decoration at school dances and graduation. They have educated the staff and students at the school about the need for the ban, and they have informed parents and other members of the outside community. Local florists, for example, know that the school can no longer accept deliveries of balloon bouquets. According to disability experts, this school is not the first to ban latex products. What sets it apart from others, however, is the lengths to which the school is going to accommodate the student’s special needs. The steps the school has taken go way beyond the requirement of the Americans with Disabilities Act to “make reasonable accommodations.” When asked about the school’s efforts, the principal replied that the school was doing what was “right and doable.”
