    CURRICULUM AND INSTRUCTION
    Health Education
    New Mexico students in grades K-12 are not required to receive instruction in health education. Students are not required to complete a specified number of health education courses in order to graduate.
    State Board of Education Administrative Code (2000) details content standards for health education. Local schools are not required to follow a specific curriculum, nor does the state provide a suggested framework.
    Students in New Mexico are not required to take a statewide exam covering health education topics.
    HIV, STD, and Pregnancy Prevention Education
    Administrative Code (1988) requires HIV education in elementary, middle, and high school, but the specific grades are up to the local schools. "The instructional program shall include, but not necessarily be limited to: definition of AIDS, ARC, HTLV-III; the symptoms and prognosis of AIDS; how the virus is spread; how the virus is not spread; ways to reduce the risks of getting AIDS, stressing abstinence; societal implications for this disease; local resources for appropriate medical care; and ability to demonstrate refusal skills, overcome peer pressure, and use decision?making skills." The state does not require schools to follow a specific curriculum, nor does it provide suggested resources. Further, the state does not have limitations on what can or cannot be included in the instruction.

    Education in New Mexico: The Bad News and the Good News
    As printed in the Albuquerque Journal Op-Ed page, on Sunday, August 13th, 2000. Recent reports and news stories emanating from the Albuquerque Chamber of Commerce, and the legislative-formed Education Initiatives and Accountability Task Force, make it appear that not only is New Mexico's educational system in a state of crisis but that it needs to be reinvented. We, the Coalition for Excellence in Science and Math Education (CESE: www.cesame-nm.org ), have been addressing the above questions for some time. We are a private, non-profit organization of over 450 scientists, engineers, educators, parents, and members of the business, political, and religious communities. Our goal is to help to improve education in New Mexico. CESE contributes a different perspective: we begin with questions and seek data. And then we draw conclusions from analysis of the data. Here is what the data show: it is a fact that New Mexico students, on average, have consistently tested at the bottom end when compared to other states. But, it is also true that about 75% of the state school districts test above the national average, including APS. The remaining 25% test significantly below the national average and are the prime cause for New Mexico's overall low showing.

As long as there are self-contained classrooms, teachers are in a box, and there's no solution there." Philip Schlechty, national leader in restructuring, quoted in the New York Times, August 28, 1990, section A, p12. New Mexico second language teachers have been committed to sound, progressive education for a very long time. During the past eight years, however, this commitment has been expressed in an increasingly expanded and unified manner through the avenue of local advocacy. While classrooms are vital to students, schools, teachers, and society, the classroom walls should not limit educators' involvement in policies and practices that affect education. The educational community extends beyond the school building; it includes the community-at-large. Efforts in local advocacy have brought the educational community together under the shared vision of improvement in educational policies and practices. In addition to the PRODUCTS of local advocacythose accomplishments attained at the local and state levelsthe PROCESS itself has produced many benefits. Language educators have formed alliances with members of the business sector, governmental agencies, school boards, professional and civic organizations, and the media. This forum has allowed language teachers to grow professionally and to give support to and receive support from the community.
