    New Mexico Board Of Education - The New Mexico Board of Education is responsible for determining the requirements and qualifications for licensed New Mexico educators.
    It now employs a competency-based system for preparing and licensing its thousands of teachers.
    This involves a special set of New Mexico Board of Education adopted competencies for each licensure and endorsement area. The competencies reflect the skills, knowledge, and abilities that beginning educators are expected to have upon completion of a New Mexico Board of Education educator preparation program.
    There is also a specialty area program approval process whereby New Mexico Board of Education's Professional Standards Commission reviews the licensure and endorsement programs at each institution of higher education to ensure compliance with the New Mexico Board of Education rules and high standards.
    The New Mexico Board of Education regulations reflect the skills, knowledge, and abilities that beginning educators are expected to have upon completion of a New Mexico Board of Education educator preparation program.

    EMPLOYMENT SECURITY DIVISION
    The Employment Security (ES) Division, under the supervision of the Office of the Secretary, is organized into four bureaus. The bureaus are Field Services, Unemployment Insurance, Appeals Tribunal, and Economic Research and Analysis. The ES Division has four major functions. The division administers the Unemployment Compensation law of New Mexico, operates a labor exchange program; it provides job training services to qualified job seekers through the Workforce Investment Act; and develops, analyzes, and publishes labor market information for New Mexico and its subareas. Services to the public are provided through a network of one-stop-shop career centers located throughout the state
    Field Services Bureau
    The Field Services Bureau is responsible for the labor exchange program, the process of matching qualified job applicants with employers' work requirements, in accordance with the Wagner-Peyser Act. It also has the responsibility for the local implementation of unemployment insurance, Job Training, and other programs administered through the Field Services Bureau. The administrative staff of the Field Services Bureau is headquartered at the Tiwa Building in Albuquerque and serves as the supervisory and administrative chain of command from the Secretary to the Employment Services Division to the field office staff.     Dear New Mexico Board of Education: Thank you for restoring the teaching of science to classrooms in your state by limiting the statewide science curriculum to the teaching of evolution. The teaching of creation science has been a "science stopper." It says, "God did it," eliminating the need for further investigation of the origin of man, which Darwin initiated. Thank you for endorsing the teaching of facts rather than supernatural explanations in science classes. Thank you for realizing that there is only one science but many religious views on the origin of man. Even Pop John Paul II, in a 1981 address to the Pontifical Academy of Sciences, agreed that the Bible spoke of the origin of the universe but should not be mistaken for a science textbook. Thank you for taking a stand that puts science education in this country on an equal basis with that of other countries that teach evolution as a fundamental, indisputable fact. Do you agree?

    August 12 2003 Dear New Mexico State Board of Education: The American Institute of Biological Sciences (AIBS) would like to express strong support for the New Mexico’s revised science standards. In 1947, American Institute of Biological Sciences was federally chartered as a non-profit scientific organization to advance research and education in the biological sciences. As an umbrella organization, our 86 member scientific and education societies and organizations with a combined membership of approximately 240,000 and our 6,000 individual members span all of biology – basic to applied, from molecular to organismal, from agronomy to zoology. Scientists and educators across the country note that New Mexico’s revised science standards are among the best in the nation. High quality standards must draw their content exclusively from peer-reviewed mainstream science, and avoid pseudo-science, untested theories, and any religious or philosophical biases. The standards must be aligned, consistent, and pedagogically appropriate at each grade level. New Mexico’s revised standards meet these requirements. The American Institute of Biological Sciences has learned that advocates for Intelligent Design creationism have suggested modifications to the standards which would imply that:

In spring of that year, a committee of teachers and scientists had finished draft science standards for public schools, which included (of course!) evolution and the age of the earth. But these standards were unacceptable to a Governor appointed Board member, Roger X. Lenard, of Sandia Laboratories. He took on the task of opposing them, and was joined in his new quest by Board member Millie Pogna. In the version of the standards released to the public on the day before the acceptance vote, August 21, 1996, Lenard's and Pogna's work was finally revealed.     Meanwhile, a counter-offensive was launched in the House. House Bill 1321 said, among other things, that "no fossil or any other evidence exists for this common ancestor and noted evolutionists have described the extreme scarcity of transitional forms as the 'trade secret of paleontology.'" On Tuesday, March 11th, 1997, the bill came before the House Business and Industry Committee. After much discussion, including passage of an amendment calling for "balanced treatment," the bill was tabled by a 10 to 2 vote. Three days later, Rep. Tim Macko tabled his creationism bill (HB 1321). SB 155 still had one last gasp of activity. On March 15th, the Business and Industry suddenly un-tabled the bill, and passed it without recommendation to the House Education Committee. The bill came up the morning of Friday, March 21st, the day before the end of the session. Sen. Eisenstadt presented four speakers, including Nobel laureate Murray Gell-Mann. After testimony from board and department of education members against legislating standards, a roll call vote to table the bill passed 6 to 5. And that was the end of Senate Bill 155.

On October 8 the New Mexico State Board of Education voted 13 to 1 in favor of a proposal to revise state science teaching standards to include evolution and related concepts, such as the age of Earth. The vote followed a series of statements by both the public and board members. Initially, only one speaker from the public opposed the proposed pro-science revisions; he was given six minutes to present his case against teaching evolution in biology classes. He was followed by nine speakers (given two-minute time limits) who supported the new proposal; several of these teachers, scientists and laypersons are active in the local skeptics group, New Mexicans for Science and Reason. The speakers for the proposal strongly endorsed it, and the board's consideration of improved standards, in a brief string of statements. Subsequently, two late arrivals who opposed the standards changes were allowed to speak also, for about two minutes each.

New Mexico's Board of Education has voted unanimously to retain science standards that emphasize evolution and do not mention creationism or "intelligent design." The board had been under pressure by intelligent-design proponents to include those religious concepts in the standards. But the board's Instructional Services Committee voted 4-2 in late August to keep intelligent design out of the standards, and the full school board followed suit a few days later. The standards state that students in high school should "understand the data, observations and logic supporting the conclusion that species today evolved from earlier, distinctly different species, originating from the ancestral one-celled organisms."
