Teaching Certification in New Jersey
You must have a certificate to teach in a New Jersey public school. Without it, your contract is not valid, and you may not be paid. New Jersey laws say: "Any contract or engagement of any teaching staff member shall cease and terminate whenever the employing district board of education shall ascertain by written notice received from the county or district superintendent of schools, or in any other manner, that such person is not, or has ceased to be, the holder of an appropriate certificate required by this title for such employment, not-withstanding that the term of such employment shall not then have expired." (NJSA 18A:27-2) The law further goes on to say:
"The chief school administrator of the employing district board of education shall require each newly employed or reassigning teaching staff member to exhibit an appropriate certificate before the teaching staff member assumes responsibility for the performance of regulated duties." (18A:26-2) As a teacher, you are responsible for your own certification. It is not the responsibility of anyone else. It is your job to have the right kind of certificate for the position you seek or hold. Find out what kind of certificate you need, apply for it, furnish the information required, get it, and have it available when needed. Your superintendent (or principal or board of education) should know what kind of certificate you have. You should NOT be assigned to a position nor accept teaching assignments for which you are not qualified and for which your certificate does not apply.

First program in U.S. to combine fully subsidized application fee, graduate course credit and preparatory mentoring and training
Governor James E. McGreevey announced in June a landmark professional development incentive package, the first of its kind in the United States, for New Jersey teachers pursuing National Board Certification, the most prestigious credential in the teaching profession. Flanked by members of the Business Coalition for Educational Excellence (BCEE) at the New Jersey Chamber of Commerce , the Commissioner of Education, the president of the National Board for Professional Teaching Standards (NBPTS), and representatives from New Jersey-based colleges and universities, McGreevey announced that all costs related to National Board Certification applications will be fully subsidized through a combination of state and federal assistance. McGreevey also added that all teachers with National Board Certification coming from other states to teach in New Jersey would only need a background check to get certification licensing. Adding to the no-cost application, this incentive package will award up to six graduate course credits from Thomas Edison State College to all teachers who complete National Board Certification. Teachers can use these credits to help obtain an increase in salary, apply them toward a master's degree at

    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    Recruiting teachers In 1985, New Jersey became the first state to create an alternative route to teacher certification for people with a bachelor’s degree but no education courses. Since then, 8,347 career-changers have received teaching certificates this way, all but eliminating teacher vacancies and out-of-field teaching in the state. "We don’t have unstaffed classrooms," observes Edward Richardson, spokesman for the New Jersey Education Association. "We have very few people teaching outside their content area expertise, which is unusual among the states. ... The provisional teacher program and some of the other certificate reforms have helped that."

    The National Board for Professional Teaching Standards (NBPTS) has announced that The UPS Foundation
    "The children of our country deserve a quality education and it begins with quality teachers," said Evern Cooper Epps, president of The UPS Foundation and vice president of UPS corporate relations. "Supporting an organization devoted to building the teaching profession and keeping top-notch teachers in the classroom is important to UPS."
    The National Board Scholarship Program (NBSP) was established in 2002 to ensure that every teacher, regardless of financial ability, interested in pursuing National Board Certification can afford the $2,300 assessment fee. The 14 scholarship funds administered through the NBSP provided more than $648,000 in candidate fees for National Board Certification in 2004.
    "The National Board is grateful to The UPS Foundation for supporting National Board Certification," said NBPTS President Joseph A. Aguerrebere. "This initiative will improve the quality of teaching and learning in classrooms throughout the country. The UPS Foundation's generous support is an example of how the business community is stepping forward to support our schools, our teachers and most of all, our students."

    The shortage of qualified teachers is causing a national crisis in our educational system. The New Jersey Department of Labor and Workforce Development and NJN are working together to promote public awareness of the shortage in the teaching profession.
    The Need

    As school populations grow nationwide, school districts, especially in urban areas, are struggling to find ways to attract new teachers and keep them there. The bulk of the nation's teaching force is nearing retirement age, with most teachers in their mid-40s to early 50s. States and school districts nationwide are offering incentives in the way of signing bonuses, as well as covering relocation costs. States are awarding scholarships to education majors who agree to teach in low-income areas, adding low-cost rental housing, affordable mortgages and financial aid for graduate-level tuition at state universities. Pursuing a teaching career is one of the most noble things one can do. Of course, being a good teacher is not easy. Being entrusted to make our young people smart, responsible human beings is an enormous task. But no other profession offers the potential to create a more positive impact on a community.

    When considering a career as a teacher, certification is required to teach in a public school. While every state has its own requirements, all states require the following:

    Make a Difference in the Life of a Child: Teach The NPTNJ program is established as a statewide consortium among New Jersey City University, Passaic County Community College and affiliated school districts in New Jersey. The program is designed to provide alternate route education certification programs to qualified candidates as part of their collective response to statewide and local needs for certified teachers. Students/candidates for the program who elect graduate credit and successfully complete the NPTNJ program will be offered 15 NJCU graduate credits which in turn can be applied to the first 15 credits of NJCU’s Master of Arts in Teaching degree program. Those who elect certification-only and successfully complete the program will be awarded a Certificate of Completion by PCCC. All students who successfully complete the program and related NJ Department Of Education (NJ DOE) requirements will be eligible for alternate route certification through NJCU as agent for the NJ DOE.
