New Jersey's community colleges have partnered with New Jersey City University to offer New Pathways to Teaching in New Jersey, a new program that addresses the critical shortage of teacher candidates in New Jersey through the creation of a multiple-site Alternate Route Certification Program that capitalizes on the resources of the statewide community college network. Program Highlights
The program contains 200 hours of focused training, and addresses the need for teachers in chronically under-staffed content areas in the middle and high school grades. Students participating in the community college program have flexibility of movement between community college sites, and the ability to register for program components at different college locations, depending on personal circumstances and need. A major innovation in the program is a Pre-Service component that begins during the summer. This "Introduction to Teaching" course provides a close examination of the teaching profession, the teacher's role in the classroom, and the skills needed to make a successful transition to the school setting. The experience includes guided, in-class observations in local school districts. Registration for the pre-service program is open to students who have secured employment with a school district, as well as those who have not yet done so. Students can choose to take the program as either a certification requirement to become a teacher in New Jersey, or choose to apply the program as 15 credits toward a masters in teaching degree from New Jersey City University.

Synopsis of Services Publications Resources Selected Articles from School Leader New Jersey's Top Ten Education Issues Like a cool crisp autumn day that has a bite in its breeze, the approaching year 2000 prompts us to be alert and begin preparation for what will follow. It's more than just another new year. This brand new century will require adjustments to our computers as well as to many familiar frames of reference. After all, most of us have posted "19" before the year and that is all we've known. All we have known is changing rapidly and the pace increases with the tumult of expanding information in all areas of our life, particularly education. Within the comparatively small area of New Jersey, so many of the cultural and social factors that are part of our American civilization are concentrated here. During earlier times there were Dutch and Swedish parochial schools, Quaker meeting schools, Anglican charity schools, township schools run by relocated New Englanders and casual "neighborhood" schools. Each one of these entities practiced their own educational philosophy and made their own rules. By modern standards, the state of education was chaotic, laissez faire and practiced an overwhelming level of localism. Basically, New Jersey had no system of education. In the beginning of the 20th century, people knew nothing of airplanes, radio or television, computers or man-made satellites circling the earth. A few eccentrics drove "horseless carriages" and the telephone was still a rarity. Homes were usually lit by kerosene lamps or gas, since Thomas Edison was still tinkering with his electrical experiments. Travel was upon dirt roads, except in cities where main streets were paved with cobblestones.

    2175 Rayburn House Office Building
Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor. While none of these issues warrants the degree of hand wringing the news of them has generated, they do point to some serious problems in this country regarding how teachers are trained, licensed, recruited and hired. I have been asked by you to address the issue of alternative teacher certification routes and the benefits of these programs in bringing quality individuals into the teaching profession. Let me begin by providing some history of how alternative teacher certification came to be. Historically, colleges of education have been the primary source of elementary and secondary school teachers. The traditional route by which one became a teacher was to complete a teacher education program at a college or university that had been approved by the state licensing authority. School districts then recruited directly from the institutions within their states that produced teachers who had gone through such state- approved programs.
