NEW JERSEY SUPREME COURT EXTENDS PRE-K TEACHER CERTIFICATION DEADLINE The NJ Supreme Court ordered an extension of the September 2004 deadline for certification of all Abbott preschool teachers. The deadline was established in the Abbott VI ruling (2000) to meet the Court's mandate for high quality, universal preschool in the Abbott districts. In the Court filing, Ellen Frede, Special Assistant for Early Childhood Education, explained that the extension is necessary for a "small, finite group" of teachers in community provider programs who "have been working diligently towards attainment of certification, but are unable to meet the September, 2004 deadline..." Dr. Frede estimates that 1337 of the 1522 teachers in community provider programs are already certified, but another 125 have made progress and will need more time to complete their BA degree. The specific plan ordered by the Court provides that:
  • Teachers who need less than 30 credits to complete their BA are eligible for an extension until September 2006 if they make steady progress toward obtaining their degree, remain in good academic standing, and provide DOE with letters of support from their employer and the Abbott district in which they work; and

Interest among the states in providing alternate routes for certifying teachers is escalating. In 1998-99 alone, states have developed 10 new alternate route programs. In the past two years, 14 states have passed, introduced or plan to introduce new legislation to establish alternative programs for the preparation and certification of individuals who already have a bachelor's degree and want to become teachers. These states are: Delaware, Hawaii, Illinois, Indiana, Kentucky, Louisiana, Minnesota, Mississippi, New Mexico, New York, Pennsylvania, Utah, Virginia, and Wisconsin. More than 125,000 individuals have been certified through alternative routes. In 1998-99, more than 24,000 teachers were certified through alternative routes in just 28 states that kept these data. Nearly all of the states 40 of them now have some type of alternative to going back to college and majoring in education in order to become a teacher. The states currently report 115 such programs. These are among the findings in a new study conducted by the Washington-based National Center for Education Information and released February 3 in a 422-page report, entitled, ALTERNATIVE TEACHER CERTIFICATION: A State-by-State Analysis 2000.

Toolkit Home > Alternative Certification Alternative Certification "Alternative certification" is a general term for non-traditional avenues that lead to teacher licensure. Alternative teacher certification programs (ACPs) are generally geared towards aspiring teachers who already have a baccalaureate degree, but who require additional education methods coursework and classroom experience. Such programs vary in requirements and sophistication and can be administered at the federal, state or district level. Emergency certification programs are sometimes discussed as one among a variety of ACP options. These programs are usually a makeshift response to local teacher shortages in particular subject areas and typically provide participants with little or no training before entering the classroom and often no on-site support. For purposes of this overview, however, ACPs are defined as a means to teaching certification that falls outside traditional full-time, baccalaureate or post-baccalaureate teacher preparation programs – not including emergency certification. Since 1985, an estimated 200,000 candidates have taken alternative routes to become certified teachers, with more than 130,000 receiving certification in the last five years Driven by teacher shortages and changing requirements resulting from the passage of the No Child Left Behind (NCLB) Act of 2001, close to one-third of all new teachers certified annually in the United States, enter the field via alternative certification programs currently offered by 45 states and the District of Columbia.

The M.A. in Special Education is designed to give teachers the necessary skills and information to teach in a general education classroom, in a self-contained special education classroom, work in a related field in special education, or teach in partnership in an inclusive education setting. The goal of this program is to give teachers the skills to effectively teach students with disabilities. The program consists of 42 graduate credits. A required core of 21 credits fulfill the New Jersey Department of Education requirements for the Teacher of Students with Disabilities endorsement. The remaining 21 credits consist of one of three specialization tracks. Currently, alternate route special education certification is also available for those currently emergency certified in special education (requires 6 credits of the concentration followed by the remaining 15 credits). Option A: General Education Certification in K-8 or K-12 : For students who are not currently certified in general education but wish to become general education certified while earning their M.A. degree (and certification) in Special Education.

Page - Updated March 16, 1998 New Jersey It is instructive to consider what happened in a related program area in New Jersey and the implications of that experience for the later new teacher induction program in the same state. In the New Jersey Dept. of Education implemented an alternative route to teacher certification called the Provisional Teacher Program An article in November clearly lays out the problems that occurred for alternatively certified teachers and local school districts in the PTP. This article reports on the results of two studies done between 1987 and 1989 , of the New Jersey PTP system, including what was accomplished (or not) in schools, and a comparison of these results with those routinely attained in a typical student teaching experience. See Smith, J. (1991) "The Alternative Route: Flaws in the New Jersey Plan". Educational Leadership, (49) 3. ASCD. The findings were that alternate route teachers received almost none of the mentoring, supervision, evaluation, or support specified by the state requirements, despite the $900 mentor stipend. The article concluded that the largest users of the PTP were those poorest inner city districts least likely to have the resources needed to meet the requirements. And yet, the New Jersey Dept. of Educ. boasted that 98% of the alternate route teachers were given lifetime teaching certificates at the end of their first year. Apparently state standards were so poorly enforced that it was "impossible... to not be certified". The article closes by saying that the state seemed to care more about quantity than quality, and that the original assumptions of what mentors and support teams in local districts could accomplish without any state support was "at best naive".
