An Act establishing the "School Construction Review Commission." Be It Enacted by the Senate and General Assembly of the State of New Jersey: 1. The Legislature finds and declares that: a. legislation providing increased State funding for the construction and renovation of public school facilities, the "Educational Facilities Construction and Financing Act" (EFCFA) P.L.2000, c.72, was enacted in July of 2000. EFCFA provided $8.6 billion in State funds through the issuance of bonds of the New Jersey Economic Development Authority for the improvement of school facilities, including $6 billion to fund construction and renovation in the Abbott districts as ordered by the New Jersey Supreme Court, $100 million to fund the State share of county vocational school district school facilities projects, and $2.5 billion for the State share of school facilities projects in all other districts; b. on September 28, 2004, a little more than three years after the law's enactment, the public was informed that the funding provided under EFCFA would most likely be depleted by January of 2006, well before the school facilities needs in the Abbott and other districts have been met;

New Jersey Academy of Science Junior Academy In a constant effort to provide an opportunity for senior and junior scientists to interact, the New Jersey Junior Academy of Science offers research grants to high school student researchers through a competitive Grant in Aid Program funded through the AAAS. The Junior Academy also holds its Annual Meeting along with the New Jersey Senior Academy. All Junior Academy members, Grant-In-Aid Recipients and students doing research at their high schools are invited to this important event. About the Program
Situating students in a critical context is paramount if they are to grasp the complex nature of social, political and psychological issues in the twenty-first century. Without adequate grounding in the liberal arts, students cannot develop the abstract thinking skills to grapple with issues like the problematic nature of economic growth and development, cultural studies and the arts, the contemporary nature of the nation-state, the relevance of the human genome project for the development of drug therapies, the impact of laboratory information systems in chemistry, and the changing hegemony of psychological theories.
Both the College and the larger social context have been altered during the past two decades. The nature of technology, the organization of the economy (locally, nationally and globally) and academic discourse (to name just a few examples) have been transformed during this period. These changes are reflected in the general education curriculum.

- The Justice Department today announced a settlement agreement with a New Jersey school district today to ensure that English Language Learner students are receiving adequate and appropriate language acquisition services as required by the Equal Educational Opportunities Act of 1974. Most of the English Language Learner students in the Bound Brook school district have a Spanish language background, although the district’s students come from over twenty language backgrounds. “This comprehensive settlement agreement reflects the Bush Administration’s ongoing efforts to ensure that those with limited English proficiency are able to learn the language and receive a quality education,” said R. Alexander Acosta, Assistant Attorney General for the Justice Department’s Civil Rights Division. “We applaud the school district’s decision to enter into this important agreement and to work diligently toward overcoming the language barriers of its English Language Learner students.” The settlement agreement requires timely assessment of all students with non-English speaking backgrounds so that no student entitled to language support is overlooked, as well as monitoring of academic progress. The agreement also requires, among other things, that the district provide quality curricula and instruction for English Language Learner students, sufficient library and teacher resources, adequate teacher training, and increased articulation among English as a Second Language, bilingual, and general education teachers. To promote the students’ acquisition of the English language and their integration in the student body, the agreement requires the district to integrate English Language Learner students with others in special classes, including art, music, physical education and recess.

2003-04 NEW JERSEY SCHOOL REPORT CARD NUMBER 2 NARRATIVE All curriculum initiatives are addressed through the respective district subject committees. New adoptions come about after careful investigation by the committees and after an extensive piloting program. This has resulted in new and updated programs in language arts, mathematics, and science. The science curriculum utilizes the Full Option Science System (FOSS), which was initially piloted at our school and then expanded into all the elementary schools. In addition, the district is utilizing a recently purchased Star Lab that further enhances the science program. Again, as has been past tradition, parent cooperation and involvement in supporting our school has been outstanding and greatly appreciated. It is through our joint efforts that the children experience an enriching elementary school environment. The staff and I look forward to continued support and positive involvement. John Baskinger
