Governor Signs School Bus Seat Belt Laws WEST ORANGE, N.J. After a nearly 20-year legislative gridlock, Governor Jim Florio today signed legislation requiring new school buses to be equipped with seat belts and roof escape hatchesmaking New Jersey the first state in the nation to mandate school bus safety as law. The two-prong safety measures require all new school buses to be equipped with seat belts, 28-inch seat backs and roof hatches. Approximately 900 new large buses are purchased each year. Although some New Jersey school districts and other states have voluntarily undertaken school bus seat belt efforts, New Jersey is the first state to mandate these safety measures. The legislative debate over seat belts on school buses has raged for the past 19 years. In April, Gov. Florio had urged the state's consumer advocates to help break the gridlock and push for passage of the legislation. A 1989 study by the New Jersey Institute of Technology , commissioned by the state, concluded that installing belts would improve overall safety performance. The law has the support of the state PTA and the state Board of Education.

History
Once inhabited by the tribes of the Lenape Indians , New Jersey was settled by the Dutch in the early 1630s, who formed a settlement at present-day Jersey City . At the time, much of what is now New Jersey was claimed as part of the Dutch colony of New Netherland , which also included parts of present-day New York State and had its capital at New Amsterdam , now known as New York City . Some of southwestern New Jersey also was settled by the Swedes in the mid-1600s as part of the Swedish colony of New Sweden , which included parts of Delaware and southeastern Pennsylvania . These territories were taken by the Dutch in 1654 and incorporated into New Netherland.

Resolutions Against STW

The following resolution opposing School-to-Work passed the New Jersey Senate on May 10. An identical resolution (AR 146) is pending in the General Assembly, where it was introduced by Assemblymen E. Scott Garrett and Guy F. Talarico. AR 146 has more than half the Assembly members as cosponsors. This resolution represents a significant accomplishment by the grass roots (led by NJ Eagle Forum), who worked hard to educate citizens throughout the state. Though New Jersey's plan to make on-the-job training mandatory for every high school junior and senior has been derailed, School-to-Work or "Workplace Readiness" retains strong support from Governor Christine Todd Whitman and the New Jersey Department of Education (NJDOE). In a related development, the state's largest teachers union, the NJEA, and two school districts have filed suit to force the NJDOE to ensure that public debate is allowed before any rules are imposed on public schools. STW policies have been implemented in New Jersey and other states without such debate.

Trenton, NJ 08625 Dear Inspector General: As counsel for the plaintiff-class in the Abbott v. Burke litigation, I am writing to request that your office conduct a full and thorough investigation of health and safely repairs at School #6 in the Paterson school district. This work was performed over summer 2002 pursuant to a contract authorized by the Economic Development Authority (EDA) pursuant to the Educational Facilities Construction and Financing Act (EFCFA), N.J.S.A. 18A:7G-1 et. seq. In particular, it is our understanding that EDA authorized a contract to remove and replace the boiler and roof at School #6, with work to be completed before the start of school in September 2002. We further understand that this work included the removal of asbestos from the boiler room area, and that the contractor failed to undertake this activity in a timely and proper fashion. Despite this failure, the Paterson school district authorized teachers and students to begin the school in the building on September 3, 2002. School #6 in Paterson is presently closed as a result of serious concerns raised by teachers and parents about the failure of the EDA and the Paterson school district to properly complete asbestos removal work at the school. As a result of the school closing, students from School #6 have been transferred to School #21, and students in both schools are now on split sessions due to the lack of space at School #21. This situation has disrupted the education of students in both schools, and has placed hardships on teachers and parents.

That there shall be a General Free Assembly for the Province aforesaid, yearly and every year, at a day certain, chosen by the free people of the said Province, whereon all the representatives for the said Province, shall be summoned to appear, to consider of the affairs of the said Province, and to make and ordain such acts, and laws, as shall be requisite and necessary for the good government and prosperity of the free people of the said Province; and (if necessity shall require) the Governor for the time being, with the consent of his Council, may and shall issue out wrists to convene the Assembly sooner, to consider and answer the necessities of the people of the said Province.
