PTOs Lure Parents Sick of Split PTA Dues

Michele Foster had a simple recruiting pitch: Pay $6 a year to join the Parent-Teacher Association chapter at Desert Mountain School and thereby help improve the Phoenix elementary school. But the money's path was slightly more complicated and, to Foster, troubling. Last fall, the chapter with 270 members had to pay $1,080, more than half of the dues it collected, to state and national PTA offices. "It killed me," said Foster, then secretary of the PTA, whose son attends the school. "We were sending them money and not getting anything in return." So this year, parents at Desert Mountain decided to disband the PTA and form a Parent Teacher Organization, a nearly identical group except that members of PTOs pay no dues to a state or national organization. Desert Mountain is one of thousands of PTA groups that have voted to leave the national association in recent years. The PTA's national membership has declined steadily from a high of 12.1 million in 1963 to 5.9 million last year.

Stealing from the PTO
Theft by volunteers is more common than you think. But you can prevent it.

Last year, the Hampstead Elementary School PTA in Maryland had two goals: to replace the school’s aging playground equipment and to install a state-of-the-art wireless computer lab. Toward those ends, children tromped through the rural town hawking candles and drumming up participants for run-a-thons, all contributing to a $60,000 take to fund the climbers, swings, and keyboards. Little did the children or their parents know, however, that as fast as the money was coming in, it was going out. In July, just as the PTA’s treasurer was finishing his two-year term, he was arrested for stealing more than $62,000 from the organization. The staggering loss has put the school’s long-awaited projects at risk. The situation at Hampstead is an example of one of the biggest but least-discussed threats to parent groups: embezzlement. That anger is fueling local prosecutor Melissa Hockensmith, who’s handling the case, in which John N. Biggs faces 39 charges of theft. “The kids earned this money, and there’s a good lesson we can show them,” says Hockensmith. “You can’t take someone’s hard-earned money and just get away with it.” There’s a good lesson for parent groups to learn, as well. Embezzlement is a fact of life. “This problem is pervasive,” says veteran fraud investigator Joseph Whall, managing director of The Whall Group in Auburn Hills, Mich., who’s seen cases in everything from church groups to multinational corporations.

Today's PTAs are about more than bake sales
Q: At Parents' Night, I was asked to join the school's "PTO." Is that like the PTA? Do they just fund raise? Will joining benefit my kindergartner? A: Groups where parents and teachers work to improve the life of a school go by several names. The most familiar is PTA, (Parent Teacher Association), a national organization with chapters that pay dues and receive benefits in return. About 25 percent of parent-teacher groups are affiliated with the National PTA. PTO means Parent Teacher Organization, a generic term to describe groups independent of the PTA. Sometimes the groups are known as PTC (Parent Teacher Council) or HSA (Home School Association). Tim Sullivan, a school administrator who founded PTO Today, an organization offering guidance to the remaining 75 percent of teacher-parent organizations, says "reams of research show a strong correlation between a high-achieving school and an active parent-teacher group. So, Mom, sign up and find a suitable role, no matter what the group calls itself. Even if you can only find an hour per semester, you'll be sending a powerful message to your kindergartner that school is a priority for our family."
