ELEC Issues Revised Proposal Governing NJ Lobbyist Registration and Reporting The New Jersey Election Law Enforcement Commission (ELEC) has revised its proposed regulations covering the registration and reporting of governmental affairs agents. The regulations could have a significant effect on how extensively registered lobbyists, including non-profits, must track and report their policy activities and their communications with government employees. ELEC will hold a public hearing regarding the reproposal on September 20, 2005 at 11:15 in Trenton; deadline for receipt of written comments is September 30.

Regulations, also known as rules, are the laws that emerge from departments, divisions or agencies of state government, once bills have been signed by the Governor, making them statutory law. Think of regulations as the implementation of statutes. THE FIRST TIME A SET OF REGULATIONS IS WRITTEN, THIS IS THE PROCESS: The new statute is sent to a department, agency or division of state government that has been named as the regulatory body relative to this particular law. An example: the new APN statute, signed by Governor McGreevey on Wednesday, August 11, 2004, has now been sent to the NJ Board of Nursing.

    I. Employment
    Finding and keeping a job is one of the most important challenges facing individuals leaving incarceration or detention. Employment provides necessary financial support for individuals and their families and is usually required as condition of parole. Research confirms the common sense notion that legitimate employment reduces recidivism. Research is also beginning to document and explain, however, the severe disadvantages individuals with criminal records face in the labor market and the impact this disadvantage has both on individual employment rates and earning potential as well as on broader areas of concern, such as national unemployment rates, community economic stability and racial inequality. The legal and regulatory environment is one of the factors that can help or hinder the employment prospects for those with criminal records, and therefore merits evaluation by the NJRR.
