Merkel, Common Ground, September 1999 In order to make good IEP decisions about individual students, you need to know a lot about two things. First, you need to know about the general education curriculum and how typical peers are expected to function in the general education curriculum. For example, what are the learning objectives for each subject area by grade level? What are the standards of performance expected of typical peers in the general education curriculum? What are the learning activities, instructional methods, materials and assessment strategies used in general education classes to teach these objectives? What strategies are provided in general education classes that accommodate the needs of diverse learners (e.g. cooperative learning, peer tutoring, flexible instructional grouping)? Second, you also need to know a lot about the individual student and his/her current performance relative to the general education curriculum and chronological age peers. What are the student’s individual’s learning needs relative to the general education curriculum? What other needs does the student have that are not directly addressed in this curriculum? What supports does the student need to help him/her learn? These questions and others need to be explored in depth as the IEP team develops plans for individual student programs.

    Once inhabited by the tribes of the Lenape Indians , New Jersey was settled by the Dutch in the early 1630s, who formed a settlement at present-day Jersey City . At the time, much of what is now New Jersey was claimed as part of the Dutch colony of New Netherland , which also included parts of present-day New York State and had its capital at New Amsterdam , now known as New York City . Some of southwestern New Jersey also was settled by the Swedes in the mid-1600s as part of the Swedish colony of New Sweden , which included parts of Delaware and southeastern Pennsylvania . These territories were taken by the Dutch in 1654 and incorporated into New Netherland.

Additional assistance in the preparation of this manual was provided by Education Law Center attorneys, Ruth Lowenkron and Elisabeth Yap. About the Education Law Center Education Law Center (ELC) was established in 1973 to advocate on behalf of New Jersey's public school children for access to an equal and adequate education under state and federal laws. ELC works to improve educational opportunities for low-income students and students with disabilities, through public education, policy initiatives, research, communications, and when necessary, legal action. ELC currently operates two projects to improve education for New Jersey's children: the Student Rights Project (SRP) and the Abbott Schools Initiative (ASI). SRP provides free legal representation to school children who are denied access to an adequate or appropriate public education. The types of cases accepted by SRP include: special education for children with disabilities, school discipline, school district admissions, and other violations of individual student rights. SRP is the only legal services program in New Jersey, and one of very few across the country, that specializes in education law.

    The Director-General of UNESCO, Koïchiro Matsuura, today established the UNESCO-Cousteau Ecotechnie Chair in Coastal Resources at Rutgers, the State University of New Jersey, USA, during a signing ceremony held at UNESCO Headquarters.
    “This is the second UNESCO-Cousteau Chair established since the return of the United States to UNESCO one year ago,” said Mr Matsuura. “The help of Ms Cousteau has been essential in establishing these Chairs in the important area of coastal management,” he added.
    The UNESCO-Cousteau Echotechnie Chair in Coastal Resources at Rutgers will work to develop programmes, workshops and information services to improve management of coastal resources, such as fisheries. It will also organize interdisciplinary courses, seminars and field experience for students on issues related to management of coastal resources.
    Fred Grassle, Director of the Institute of Marine and Coastal Sciences at Rutgers expressed his satisfaction with the new Chair, saying, “UNESCO is an important laboratory of ideas in the sciences. We look forward to strengthening cooperation with UNESCO with a view toward enhancing our activities at the international level.”
    The UNESCO-Cousteau Echotechnie Programme was established as a collaborative effort between the late Jacques Cousteau and UNESCO in 1994. The objective of the programme is to promote interdisciplinary education, research and policy making in the field of the environment and development. The network now numbers 12 participating Ecotechnie Chairs in Argentina, Bahrain, Belgium, Egypt, India, Lebanon, Moldova, Romania, Sweden, Vietnam and the United States.

    “This is the second UNESCO-Cousteau Chair established since the return of the United States to UNESCO one year ago,” said Mr Matsuura. “The help of Ms Cousteau has been essential in establishing these Chairs in the important area of coastal management,” he added.
    The UNESCO-Cousteau Echotechnie Chair in Coastal Resources at Rutgers will work to develop programmes, workshops and information services to improve management of coastal resources, such as fisheries. It will also organize interdisciplinary courses, seminars and field experience for students on issues related to management of coastal resources.
