I. Introduction The financial autonomy of charter schools depends on each state's charter school legislation. In states that regard charter schools as schools within a district (also known as local educational agencies [LEAs]), the charter schools' fiscal responsibilities are similar to those of the other schools in the district. In states that treat charter schools as independent school districts/LEAs, charter schools have the same fiscal responsibility and autonomy as other independent districts/LEAs. Although all charter schools, regardless of status, must develop sound financial management practices, it is especially important that charter schools established as independent LEAs be able to address a full range of fiscal management issues. Since proper accounting for the use of local, state, and federal funds is a critical element in operating and maintaining continued support for a charter school, the budget plans that charter schools develop must ensure that public funds are used properly, reflect the charter school's purpose and philosophy, and stand up to a financial audit.

    The ECAP Collaborative is home to more than a dozen projects that focus on educating and raising young children. A major emphasis is the importance of social-emotional development, and its relationship to school readiness. ECAP supports research, technical assistance, and service projects. In addition, ECAP collects and describes the literature on elementary and early education, care, and child development.
    The Prekindergarten Research in Progress database provides descriptions of ongoing or recently completed studies of State-funded prekindergarten programs, or studies that use State-funded prekindergarten programs as one of several settings for research. Two examples are (1) The National Survey of Lead Teachers in State-Funded Prekindergarten Programs (also known as the National Prekindergarten Study), and (2) a study of parent involvement in rural Illinois state-funded prekindergarten programs conducted by Dr. Brent McBride at the University of Illinois. Project staff plan to add several records to the database each month.

Programs While financial support for arts programs, projects and individual artists is at the heart of the New Jersey State Council on the Arts' mission, the NJSCA maintains a total program involving, among other areas: Arts Education; Artists Services; Visual Arts/Arts Inclusion; Folk Arts; Community Cultural Planning; and, Arts Information, Marketing and Promotions.
Arts Education
With support from the National Endowment for the Arts (NEA), the Council has become a national leader in advancing the goal of quality arts education for all. The following are the major components of the NJSCA's Arts Education Program: Artists Residencies , over 175 short- and long-term residencies, are established annually in schools throughout the state. Long-term residencies are offered in several different arts disciplines and are applied for by the school or other sponsoring agency. Short-term residencies concentrate on prose, poetry and playwriting with Council funds providing the artist's fee. Artists also may apply to become eligible to conduct residencies. Special artist residency initiatives are in place for the greater Newark and greater Camden schools.
Artist/Teacher Institute (ATI) is a multi-day, multi-disciplinary program in which teachers, working with nationally renowned artists, switch hats the teachers become the artists and explore the creative processes with artists who are their teachers. The results are remarkable and are taken back to the classroom. ATI also offers educators the opportunity to advance in their knowledge through New Jersey education reform efforts.

Meeting JCAHO Standards in the Prevention of Medical Errors
In 1999 the National Academy of Science Institute of Medicine (IOM) issued a report entitled, "To Err is Human: Building a Safer Health System." This document was well-publicized and related how medical errors result in deaths of thousands of Americans every year. Because there was an immediate need for reform, the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) issued standards for resolving medical errors in accredited facilities. The impact of medical errors on patient safety, quality of care, and the healthcare delivery system is addressed in this self study unit. The workplace environment and professional practices as they relate to medical errors is also examined. Strategies to resolve medical errors through the standards set forth by JCAHO are also discussed. This continuing education self study material is ideal for all laboratory professionals to have an increased understanding of this initiative and to determine systematic strategies and guidelines to prevent, reduce, or eliminate medical errors. This unit is also useful for students in laboratory science programs as a resource.
