Watson Institute for Public Policy are interested in providing urban school superintendents with the social science research and other support needed to guarantee the inclusion of outdoor educational and recreational space in their 5-year facilities plans. The Geraldine R. Dodge Foundation is providing funding for our effort. We have begun researching the importance of outdoor play areas and athletic facilities for the cognitive, academic, social, and physical development of children. Our intention is to produce a document that can support the need for such facilities and hopefully provide guidance on the types and quality of recreational programs and facilities considered adequate by professionals in the appropriate areas. At the request of several superintendents, we are sharing our preliminary research. We intend to update the information presented below as we proceed and invite suggestions and comments from those reading this material.

Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan. by Frank Johnson, U.S. Department of Education, National Center for Education Statistics
May 16, 2002
U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.
