Preschool Disabled
"Preschool disabled" is a disability that is defined in New Jersey as an identified disabling condition and/or measurable developmental impairment which occurs in children between the ages of three and five years and requires special education and related services. These younger children are entitled to protection under the Act as are older children. Earlier identification of disabilities and other causes have led to an increase in parents demanding access to special education as soon as it is legally required. As a result, here in New Jersey, there are many litigated cases that deal with the special education rights of children ages three to five. Issues such as the need for special education, extended school years, assistive technology, inclusion, and placement are commonplace. An area that has recently gained much attention is programming for preschoolers. While they all share a common classification, their needs and diagnoses are all different. Despite this, Districts sometimes attempt to place all Preschool Disabled children in one class - the Preschool Disabilities class. What services is a classified preschooler entitled to? What if the child requires a full-day program and the District only offers a half-day program? Is the child entitled to attend a typically developing preschool? What if the child's profile is different than the rest of the proposed Preschool Disabilities class? - Does the child have to be placed in that class? SPECIAL EDUCATION Special education is distinguished by the following characteristics:
  • Comprehensive evaluation of a student's learning and behavioral characteristics. Instruction by teachers trained and certified in the education of children with special needs. Instruction provided in classes with limited numbers of students. Instruction tailored to students' skills and needs. Use of specialized methods, materials, and equipment, if necessary. Ongoing monitoring of student's progress and program with revision, if necessary. Provision of related services.
Special education is provided by teachers certified in the education of children with disabilities. These teachers may be assisted by classroom aides. In addition, children may receive services by such professionals as a speech-language therapist, occupational therapist, physical therapist, or adaptive physical education instructor. Special education can take place in a variety of educational settings, including the regular classroom and is also not limited to a particular academic focus. Children eligible for special education may receive instruction in any area, which contributes significantly, to his or her education. Thus children may receive special education in such diverse subjects as math, health, vocational skills, self-help skills, organization and study skills, and physical education. Programs and Services
  • Regular Class Students eligible for special education may be able to learn effectively in a regular class if the teacher modifies the instruction or the materials. Special equipment (for example, a Braille typewriter, phonic ear, or tape recorder) may be available which allows children to perform adequately in a regular class. This may require the consultation of a special education professional.

They are provided under the auspices of New Jersey public institutes of higher education. Public college-operated programs represent one of many placement options public school districts may consider in meeting individualized education needs of students. Consistent with regulations governing all receiving schools, public college-operated programs must comply with federal and state special education regulations. Compliance monitoring is carried out by the Department of Education. Tuition rates, however, are determined solely by the individual school and not by the Department of Education. Like many parents of children on the autism spectrum, our first reactions to the realization that something was "different" about Katie included confusion, sadness and a burning desire for someone to tell us what to do about it. Unfortunately, no one did. Read our story to find out how we coped. Here you will also find separate sections which describe our experiences with the Montessori Method, the special education system, and our intervention program. We do not use the more common behavioral approach to autism intervention, and we'll tell you why. The Asperger's Express is not here to lead you to a cure for autism, or to "recover" your child, as though he or she were lost. In the beginning, we wished for these things, too, but we soon came to realize that these goals were neither realistic nor even desirable. Our journey has taken us past confusion and sadness to the understanding that we are not solving a problem, but raising a child. Our goal is not to make our daughter look or act more like "normal" children, but to meet her unique needs, even if we have to work a little harder to discover them. It is not for us to decide what she will be, but to support her in becoming herself.

Inclusion: The process by which disabled students are educated with their non-disabled peers to the maximum extent appropriate. Did you know that New Jersey ranks 49th out of 50 states in inclusive practices? Or that less than one month after the assessment service which performed Katie's first Child Study Team evaluation recommended placing her in a non-inclusive preschool without an IEP, the federal Office of Special Education Programs (OSEP) audited their program and cited numerous violations of IDEA, including placement in the Least Restrictive Environment (LRE)? Or that Katie was originally assigned a general cognitive index of 106 and the county preschool disabled program was prepared to offer her a curriculum geared to that level? One wonders how a four year old whose communication skills are impaired can reveal her true cognitive potential. In Katie's case we had obtained an evaluation privately, before requesting services from the local school district, so we knew quite a bit about her needs before entering the special education maze. Not every child is as fortunate. Do you ever wonder what any one of them might have contributed to the common good had their needs been appropriately served? LRE placement is the Law for preschoolers, too, and there is no valid excuse for any school district to place a preschooler in a more restrictive environment than his needs indicate. If you are a parent of a preschooler and you have heard statements such as "Well, this is all we have available" or "We have to stay within the district," then you are probably about to hear a placement recommendation based on convenience for the district and not based on your child's needs.

Learning Disabilities PROGRAM DESCRIPTION This program provides an in-depth background in working with students who are learning disabled. Coursework actively involves our students in critical thinking activities where they examine and analyze theories and practices in teaching students in the learning disabled domain. In this program our students learn about the physiological causes of learning disabilities, enabling them to gain a more holistic perspective of their students. The opportunity is given to plan, implement and assess instruction for learning disabled individuals in their clinical experience that takes place on campus in the Child Study Institute. This experience is incorporated into a required course, where our students are trained in the learning strategies model. During this experience, they instruct a learning disabled student and engage in parent/teacher conferences. ADMISSION REQUIREMENTS In addition to the University's admission requirements:

AMHERST The inclusive-style classroom may be denying elementary school special needs students the attention they require and the education they deserve, according to some local teachers. But an analysis of available data gives a different picture. Now only one question remains: which method of grouping is most effective in helping students, with and without disabilities, to achieve their expected goals? IDEA requires that disabled students be placed in a setting that constitutes the "least restrictive environment." In other words, the government calls for disabled students to be educated with those who are nondisabled, to the maximum extent appropriate. However, teachers such as Mary Donovan, a fourth-grade instructor at Crocker Farm Elementary School in Amherst, say the law is often misinterpreted. The "least restrictive environment" isn’t always the regular classroom for special needs students, Donovan said.
