Implementing a New Standard
July 2005 Acoustical performance is an important consideration in the design of classrooms. Research indicates that levels of background noise and reverberation little noticed by adults, who are mature and skillful listeners, adversely affect learning environments for young children, who require optimal conditions for hearing and comprehension. Poor classroom acoustics are an additional educational barrier for children who have hearing loss and those who use cochlear implants, since assistive technologies amplify both wanted and unwanted sound. Children who have temporary hearing loss, who may comprise up to 15% of the school age population according to the Centers for Disease Control (CDC), are also significantly affected, as are children who have speech impairments or learning disabilities. Kids whose home language is different than the teaching language are also at additional risk of educational delay and failure in classrooms that have poor acoustics. In 1998, the U.S. Access Board joined with the

Michael Winka, Director The New Jersey Clean Energy Program is a signature initiative of the New Jersey Board of Public Utilities, which provides education, information and financial incentives for renewable energy systems and energy efficiency measures. The New Jersey Clean Energy Program is a statewide program that targets approximately $125 million each year toward technologies that save electricity and natural gas and increase the amount of electricity generated from clean, renewable resources. The Program was created as part of the New Jersey Electric Discount and Energy Competition Act with the objective of transforming the energy marketplace in New Jersey for energy efficiency and renewable energy technologies in a deregulated environment. New Jersey has instituted a number of successful initiatives that help to reduce the State’s peak demand, conserve finite resources and transform the marketplace for the next generation of electricity supply technologies. Incentives are available to offset the initial cost of energy efficient and renewable energy technologies for all ratepayers in New Jersey. Programs are comprehensive and complementary and focus on providing technical and financial assistance to homeowners, businesses, schools and government organizations. The programs are also designed to offer full project development assistance from information on best practices to rebate payments and financing tools.

New Jersey Teachers Receive Landmark Professional Development Incentive Package
First program in U.S. to combine fully subsidized application fee, graduate course credit and preparatory mentoring and training
Governor James E. McGreevey announced in June a landmark professional development incentive package, the first of its kind in the United States, for New Jersey teachers pursuing National Board Certification, the most prestigious credential in the teaching profession. Flanked by members of the Business Coalition for Educational Excellence (BCEE) at the New Jersey Chamber of Commerce , the Commissioner of Education, the president of the National Board for Professional Teaching Standards (NBPTS), and representatives from New Jersey-based colleges and universities, McGreevey announced that all costs related to National Board Certification applications will be fully subsidized through a combination of state and federal assistance. McGreevey also added that all teachers with National Board Certification coming from other states to teach in New Jersey would only need a background check to get certification licensing. Adding to the no-cost application, this incentive package will award up to six graduate course credits from Thomas Edison State College to all teachers who complete National Board Certification. Teachers can use these credits to help obtain an increase in salary, apply them toward a master's degree at
