There are three major departments within Somerset County government as established by the Board of Freeholders. Each consists of various divisions. Nomination Procedure Criteria for Nomination Selection Procedure Award New Jersey Board of Education Member of the Year Download Nomination Form In recognition of board members' service, leadership and contributions to education, NJSBA is pleased to announce the New Jersey Board of Education Member of the Year Award. Given annually, the award honors an individual board member who: makes significant contributions; exemplifies leadership in the field of education with a strong commitment to the children of New Jersey; demonstrates a strong commitment to his/her personal and professional development as a board member; and shows active involvement in school governance at the local, county and state levels. Nomination Procedure Nominations for the New Jersey Board of Education Member of the Year must be submitted on the nomination form . Board members, superintendents, business officials, staff and community members of a local school district may nominate individuals for the award. County Associations may nominate individuals from their own counties, provided they meet the criteria for nomination.

Larsen Senior Field Service Representative, Field Services How Board Members Set the Direction for Your Association The theme for this edition of School Leader is related to curriculum and assessment. Having spent a good part of the past year studying this topic, I felt it would be appropriate to use this column to illustrate an important aspect of the relationship between boards of education and the New Jersey School Boards Association. I will detail my experience and the way board members directly influence the policies and lobbying initiatives of the Association. You probably know that policy for initiatives and the legislative lobbying efforts of NJSBA is determined at the two Delegate Assembly meetings held each year. You may not, however, be familiar with the way in which study groups help formulate those initiatives. Two Boards Articulate Serious Statewide Concerns Everyone involved in public education in New Jersey is aware that curriculum is now driven by the Core Curriculum Content Standards and that student mastery of these standards is now measured by a new set of tests or assessments-the Elementary School Proficiency Assessment, the Grade Eight Proficiency Assessment, and the High School Proficiency Assessment. What everyone might not be aware of is the positive way in which the initiative of two local boards of education led to the development of a set of substantive recommendations that will help shape the future of these assessments.

Registration/Licensing/Accreditation: New Jersey law places registration requirements on a limited category of private schools that are not operated by charitable institutions or religious denominations, i.e. for-profit nonsectarian private boarding schools established after 1920 and private schools charging tuition for certain vocational education. This limited category of schools must obtain a certificate of approval from the Commissioner of Education to legally operate within the state. N.J. Rev. Stat. 18A:69-1 et seq Recordkeeping/Reports: Length of School Year/Day: Curriculum: Special Education: et seq Health: Safety: Transportation: The New Jersey Constitution declares that the state legislature may, within reasonable limitations as to distance, provide student transportation (ages 5-18) to and from any school. New Jersey Const. Art. 8, 4, par. 3. Home Schooling: New Jersey does not have a code that addresses the area of home schooling. New Jersey?s compulsory education law states that every child between the ages of six and 16 must attend a public or private school, or receive "equivalent instruction elsewhere than at school". N.J. Rev. Stat. § 18A: 38-25. Responsibility for enforcing the compulsory education law rests with the local board of education. When a school board has reason to believe that a parent or guardian is not complying with the compulsory education law, the local board of education can initiate truancy proceedings in municipal court, requiring parents or legal guardians to document their activities in providing "equivalent instruction". N.J. Rev. Stat. §§ 18A: 38-27 through 18A: 38-31.

    • MANDATORY EDUCATION BILL PASSES - The New Jersey General Assembly, on Thursday June 23, voted 66-8-2 to pass S-2133, a mandatory education bill for new and re-appointed members of planning boards and zoning boards of adjustment. The NJ Senate on May 12, by a vote of 38-0, passed the same bill. It now goes to the desk of Acting Governor Richard Codey for his signature. NJPO in conjunction with the Department of Community Affairs, will set standards for a 51/2 hour training program. The bill passed the Senate by a vote of 38-0. The General Assembly combined its bill, A-3803, with the Senate version to produce one identical bill.
