UVTI, the Upper Valley Teacher Institute of Lebanon, New Hampshire, has been helping talented candidates become great teachers for over 30 years. UVTI is fully accredited by the New England Association of Schools and Colleges (NEASC) and approved for teacher certification by the State of New Hampshire. At UVTI, adult college graduates learn the art and science of teaching through full-time classroom internships. They also participate in weekly seminars and workshops. In one academic year, UVTI interns earn New Hampshire certification, which is reciprocal in Vermont and many other states. Internships are available in the Upper Valley of New Hampshire and Vermont; in Concord, Manchester, and Plymouth, New Hampshire; and in Brattleboro, Burlington, Rutland and Montpelier, Vermont.   • 2002 Editorial Archives By Thomas Newkirk The state of New Hampshire has recently taken an irresponsible step in teacher certification. In one of his last acts, state education commissioner Nicholas Donohue has approved, reluctantly, a national certification procedure that requires no prior supervised work with students. Anyone passing a multiple choice test (and a background check for criminal violations) can be deemed "highly qualified" without ever having set foot in a classroom. Donohue's signature sets a new and dangerous precedent. Apprenticeship is a long-standing practice in professional training. Prospective social workers, doctors, counselors and teachers all spend some time in supervised practice where they learn to apply their knowledge. The basic assumption - a hardly radical one - is that professionals need more than testable book knowledge; they need actual practice dealing with patients or students or clients where they can be observed and critiqued. This is also the case for licensing plumbers, barbers, and carpenters. But apparently not teachers, not in New Hampshire.

New Hampshire's current shortage of highly qualified teachers underscores the need for creative, progressive methods of teacher recruitment and certification. With the stakes so high, teacher certification is a topic that generates understandable debate. Professor Thomas Newkirk's Dec. 31, 2004, Op/Ed, however, presents an inaccurate evaluation of alternative teacher certification and the certification process offered by the American Board for Certification of Teacher Excellence (ABCTE), a program recently adopted as a solution to New Hampshire's teacher shortages.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    The Earth Exploration Toolbook Team
    The Earth Exploration Toolbook (EET) is a collaborative effort by individuals at the Center for Science Teaching and Learning at TERC, the Science Education Resource Center at Carleton College, the Complex Systems Research Center at the University of New Hampshire, and the Center for International Earth Science Information Network at Columbia University.

    Tamara Shapiro Ledley , a senior scientist at TERC in Cambridge Massachusetts, received her PhD from MIT in meteorology 1983. She conducted a research program in Earth system science and global climate change with a focus on the polar regions at Rice University for 15 years and has authored over 30 scientific papers. She has also been involved in Earth system science education activities. These activities include the development of a museum exhibit to bring near real time images of the Earth to the public, the directing of teacher training programs in the Earth sciences, working with a high school students to study the influence of El Nino on the polar oceans, providing scientific reviews of Earth science text books and the Massachusetts Science and Technology/Engineering Curriculum Framework. Dr. Ledley has received NSF grants to develop an Earth System Scientist Network in which she works with scientists and educators to develop scientists’ research projects for the participation of high school students; and to develop the Earth Exploration Toolbook which will provide teachers with step by step instructions on how to use Earth science datasets and tools in an educational context. Other current work includes directing the development the Earth as a System chapter of the Teacher’s Guide for the NSF sponsored GLOBE program, and contributing to the development of a group of museum exhibits for the NASA sponsored Museums Teaching Planet Earth project. She is also active in the Federation of Earth Science Information Partners (ESIP Federation), the National Science Digital Library (NSDL), and in the Digital Library for Earth Systems Education (DLESE).

    Methods of Gathering and Verifying Data
    A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.
