Welcome to Project New Teachers!
In this lesson at Kearsarge High School, mentor teacher Art Ferrier has students using Inspiration to diagram their project, the Internet to research and find information and word processing to complete their reports.
This catalyst grant was funded by the US Department of Education under the Preparing Tomorrow's Teachers to use Technology program (PT3). "Project New TEACHERS" is a statewide consortium which has involved more than 40 partner institutions, including the teacher certification programs at New Hampshire's higher education institutions and several PreK-12 schools. The project provides resources for extensive restructuring activities that will result in new teachers being better prepared to use technology in the classroom. The project began in June 2000 and will extend through May 2004.
This project will receive $2,100,678 from the U.S. Department of Education, which is 28% of the total cost of the project. Seventy-two percent ($5,459,236) of the total cost of the project will be financed by non-governmental sources. These web pages do not necessarily represent the policy of the Department of Education or imply endorsement by the Federal Government.

Origins
In 1846 the state of New Hampshire passed legislation creating a commissioner of common schools. This legislation marked the beginning of organized public education in the state. Under the guidance of the commissioner, teacher institutes were inaugurated. These institutes brought teachers together over a period of a day or two to discuss common issues and listen to speakers on a variety of educational Back to Topics. Since most teachers at the time had very little training, the meetings were valuable because they enabled teachers, usually isolated in single-room schoolhouses, to share their problems and offer one another support. By 1853 the institutes had become very popular and teachers were beginning to develop a sense of professionalism. At that year's meeting a suggestion was made that a state association for teachers be formed. The next year an invitation was issued to teachers throughout the state. It read in part: It is hoped and expected to give birth to an association that may exist and do good as long as teachers and taught have one duty left, one bond of interest to unite them . . . In the association no party stripes or sectarian division can enter. Its platform will be as broad as science, humanity, and truth.

The OTAACE, or Office of Teacher Accreditation, Assessment and Clinical Experiences at Plymouth State University, is primarily responsible for the field and clinical experiences that lead to teacher certification in New Hampshire. PSU's teacher certification programs are approved by the New Hampshire Department of Education and accredited by the National Council for Accreditation of Teacher Education ( NCATE ). We are also a member of the American Association of Colleges for Teacher Education ( AACTE The OTAACE works with the Council of Teacher Education to ensure the effectiveness, accreditation and approval of teacher preparation programs. The Council is responsible for the development, administration, revision and assessment of all teacher education programs.

Plymouth State University is accredited by the National Council for Accreditation of Teacher Education (NCATE) at the initial teacher preparation and advanced levels. When students complete all major degree requirements, Plymouth State recommends to the state of New Hampshire that they be granted teacher certification. Graduates are eligible for certification in approximately 41 other states through reciprocal certification. Plymouth State University offers the following state-approved and NCATE-accredited certification programs:

  • Biological Science Education (7-12)
  • Childhood Studies with an option in Teacher Certification (K-8)
  • Early Childhood Studies with an option in Teacher Certification (N-3)
  • English with an option in Teacher Certification (5-12)

  • Mathematics Education with options in Middle School (5-8) and Secondary  Teacher Certification (7-12)

Useful Links New Hampshire's Paths to Certification The New Hampshire Department of Education (DOE) Bureau of Credentialing is responsible for the certification and re-certification of all educators from Superintendents through teacher aides. The DOE offers five alternative paths to certification, as follows:
Alternative 1
This path is for candidates who have completed specific education preparation programs in New Hampshire approved by the DOE. These approved four or five year teacher preparation programs are offered through NH-Approved College Programs (PDF/32KB)
Alternative 2
This path is for candidates who have completed education preparation programs outside of New Hampshire. The Alternative 2 DOE process accepts candidates from all states and other jurisdictions if the candidate graduated from an approved state program, or has been employed as a certified teacher for at least three years out of the last seven, or completed an alternative certification program.
Alternative 3
This path is for candidates who have obtained the competencies necessary to become a teacher through a means other than a preparation program, and who have at least three months of teaching experience. The

- Most states have signed the Interstate Contract, in order to make it easier and more efficient for licensed educators from one state to become credentialed to work in another state where they move and establish residence. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.
