Strengthening the grassroots presence of homeschoolers in Massachusetts Homeschooling in the Northeast: New Hampshire
Often, it seems as though Massachusetts is portrayed as a state with very stringent homeschooling requirements. Aspects of the Charles guidelines, such as prior approval and local oversight, are sometimes bemoaned as making life difficult and confusing for homeschoolers. While the Charles guidelines do leave some areas of ambiguity that can be challenging for homeschoolers and schools to navigate, we thought an examination and comparison of homeschooling regulations in surrounding states might help Massachusetts homeschoolers get a clearer picture of where our state falls along the continuum of states considered "easy" or "difficult" in which to homeschool. We start the series by examining the homeschooling regulations of our "Live Free or Die" neighbor to the north, New Hampshire. Parents then have 30 days from the commencement of the home education program to submit a curriculum to the participating agency. The required subjects in New Hampshire are science, math, language, government, health, reading, writing, spelling, the history of the United States and New Hampshire constitutions, and art and music appreciation. Parents must include the name of the curriculum that will be used or the name of the correspondence school if any, as well as a list of instructional materials including the scope and sequence of instruction in each subject. This information must be submitted annually. New Hampshire notification requirements appear to exceed what Massachusetts homeschoolers are required to submit in their home education plans.

Clark Corson: 603-750-0494 The New Hampshire state Senate Wildlife and Recreation Committee yesterday held a hearing, ostensibly to discuss SB 146, but in the end only the lobbyist for the New Hampshire Lakes Association-the group that drafted the bill as well as a new amendment, an amendment made public just minutes before the hearing was convened-was given the opportunity to advocate for the bill. Bill opponents were denied their request to make a statement or submit testimony for the record. Bill proponents claim that the amendments were drawn in an effort to satisfy the personal watercraft industry, yet there was no attempt to solicit personal watercraft manufacturer, dealer, or user input when the amendments were drafted. "The Lakes Association brought more than 30 members to the hearing, sporting stickers and waving signs," reported Christian Gullott, PWIA Manager of State and Local Government Affairs, "Yet according to the committee chairman, this was technically not a 'public hearing,' all evidence to the contrary. This event had all the markers of a public hearing, except equal opportunity to speak on the issue."

Today, any home equipped with a computer and modem is just a few keystrokes away from a wealth of instantly accessible research data and financial news. The Internet holds great promise for investors by disseminating information previously available to a relative privileged few on Wall Street and by dramatically lowering trading costs.
