The New Hampshire Law Library is the only public Law Library in the State of New Hampshire. Its mission is to advance the administration of justice by providing legal information and related services to the judicial, legislative, and executive branches of government, the legal communities of New Hampshire, and the people of the State. HISTORY: In 1716, a collection of law books belonging to the provincial government formed the first state library collection. After the State House was built in 1816, a room was set aside for the library. For a time, the Secretary of State also served as the State Librarian. In 1895, a separate building was constructed to house the State Library and the New Hampshire Supreme Court. In1943, the State Library separated out its legal materials and created a Law Division of the State Library. It served as the Law Library for many years. In 1970, the current Supreme Court building was constructed, and the Law Division of the State Library moved, along with the New Hampshire Supreme Court, to the Supreme Court building.

NEW HOPE FOR CHARTER SCHOOLS IN NH?
    By Susan Hollins, Ph.D.
This year, 2069 charter public schools are open and thriving nationwide. But no charter schools have emerged in New Hampshire since the state enacted legislation in 1995. Our state law is just too complicated, a situation that could change this legislative session under the reforms of HB 298 relative to charter schools.
What are these charter public schools, supported nationwide by school reform entrepreneurs? They are the new breed of public schools-purposeful, lower cost, independent public schools which must be accountable in order to stay open. Cost control, account-ability, student performance, parent choice, relief from over-regulation, financial efficiency, and true innovation in our public school system are reasons why this new public school model attracts bipartisan support nationwide.
Several charters have been granted in New Hampshire but no schools have opened since our current statutory process requires ratification and funding by the local community. The procedures are just too complicated, the funding is too difficult, and the need to educate whole communities of voters as to the intricacies of the unfamiliar charter school model is impossible, according to groups that have tried.

Mandatory continuing education rules vary across New England
    (March 2005 Issue)
By Pamela Berard Efforts to require continuing education (CE) for psychologists in New York fell through in 2004 when a bill's progress was aborted at the urging of members of the New York State Psychological Association, according to reports. Nationwide, views regarding mandatory CE vary from state to state. In most states, CE requirements must also be passed through the General Assembly and are overseen by state boards such as the Office of Professional Regulation in Vermont and the Board of Mental Health Practice in New Hampshire. New York is one of nine states plus the District of Columbia with no mandatory CE requirements for psychologists. Connecticut is the only New England state without it. Betty Ann Foy, administrative director of the Connecticut Psychological Association (CPA), says its Board of Directors voted against the measure several years ago. Still, she says, "There are many opportunities within the state to get continuing education for psychologists," and many seek such opportunities on their own.

Steps In The Special Education Process In New Hampshire © The special education process can be complicated and may seem overwhelming to parents. The law and regulations can sometimes be difficult to understand. This is especially true when a parent has just learned that their child may have an educational disability. The Parent Information Center (PIC) has developed this booklet so that parents of children with disabilities, young adults with disabilities and educators can be better informed about the special education process, and the steps to ensure that children with disabilities receive a free and appropriate public education (FAPE) in the least restrictive environment (LRE). The special education process is most effective when parents and school personnel are well-informed and able to work together. If problems occur that cannot be settled easily, procedures are available to resolve them. This booklet is based primarily on the state regulations, the New Hampshire Rules for the Education of Children with Disabilities, (formerly called the N.H. Standards for the Education of Students with Disabilities
