State Regulation of Private Schools - June 2000
New Hampshire
The New Hampshire Constitution ensures that religious societies have the right to elect their own teachers. Registration/Licensing/Accreditation: The approval of private schools as a substitute for public school attendance is a reasonable exercise of the state's power whereby it can be known by reasonable means that the required teaching is given. State v. Hoyt , 146 A. 170 (1929). N.H. Code Admin. R. Ed. 400, 406.6. Recordkeeping/Reports: Length of School Year/Day: To comply with the compulsory attendance requirement, attendance at an approved private school must be 180 school days. N.H. Code Admin. R. Ed. 401.03. Instruction in English: Curriculum: Special Education: Health: Safety: Transportation: Home Schooling: Home schools are not considered non-public schools in New Hampshire. Home schools are considered a third type of school for attendance purposes. On or before the date a home education program will begin, and each year thereafter, a parent desiring to initiate a home education program must advise the participating agency with which the program will be established. Participating agencies can be the resident district superintendent, commissioner of education, or nonpublic school principal. N.H. Code Admin. R. Ed. 315.01; 315.03. No later than 30 days after the establishment of a home education program, the parent must provide the following information to the participating agency: list of subjects to be taught in accordance with RSA 193-A; 4,1; the name of the correspondence school used, if any; the name of the commercial curriculum provider, if used; an outline of the scope and instructional sequence for each subject; and a list of textbooks or other instructional material to be used. N.H. Code Admin. R. Ed. 315.03.

Ask your (potential) employer if they have Standards of Apprenticeship on file with the Bureau of Apprentice Training (BAT) or the State Apprentice Council (SAC). If they do not, the employer should contact Dick Grandmaison or Jack Jarvis at the BAT office of New Hampshire at 225-1444 or Melissa Knight at the SAC office at 271-7822 and complete a set of Standards and sponsor checklist. Complete an apprenticeship agreement with your employer. If you have previous experience in the trade or in related schooling include that documentation with your apprenticeship agreement. The employer can call BAT or SAC for blank apprenticeship agreements. Then, the Department of Education will set up the classroom instruction (Geri, 271-3384).

Resolution - Corporations
Whereas,
Interpretation of the US Constitution by federal judges to include corporations in the term "persons" has long enabled corporate directors, managers, agents and attorneys to act to nullify the fundamental and constitutional rights of human persons;
The illegitimate judicial and legislative designation of corporations as "persons" and the bestowal of constitutional power and authority upon corporations enables corporate directors, managers, agents and attorneys to sue municipal, state and federal governments, resulting in both corporate intimidations and frequent judicial nullifications of law that are contrary to the values and desires of the people; and
Said designation compels local, state and federal governments to recognize corporations as legitimate participants in the fundamental mechanisms of self-government (e.g., legislation, elections, education, regulation and administration, jurisprudence and public policy debate) and since corporations are legal aggregations of property and wealth, corporate participation in the mechanisms of self-governance overwhelms, overpowers, and essentially denies the participation of natural human beings;

Model Nursing Act and Rules
326-B:1. Purpose.
  • In order to safeguard life, health, and the public welfare of the people of this state and in order to protect the people of the state of New Hampshire from the unauthorized, unqualified, and improper application of services by individuals in the practice of nursing, it is necessary that a regulatory authority be established and adequately funded. To further this policy the practice of nursing shall be regulated through the New Hampshire board of nursing, and said board shall have the power to enforce the provisions of this chapter. Any persons who practice or offer to practice nursing or who represent themselves as registered nurses or licensed practical nurses without qualifying under this chapter endanger the public health.
  • Nursing is a dynamic discipline and its practice is continually evolving to include more sophisticated patient care activities. The purpose of this chapter is to provide clear legal authority for functions and procedures that have common acceptance and usage and to recognize the overlapping functions between registered nurses and other licensed health care providers in the delivery of health care services.
