However, state agencies are required to submit site specific projects to the Natural Heritage Inventory for review before beginning any activity that alters the environment. In addition, the Wetlands Board evaluates development plans for their effects on wetlands. (N.H. Code Admin. R. 301.04) Habitat Acquisition Private Land Conservation Exotic Species Predator or Animal Damage Control Activities New Hampshire has an animal damage control program that is run primarily by the federal government. A cooperative agreement provides for the management of bear, deer, game and other nuisance wildlife. The program focuses on providing technical assistance, damage assessment and animal control recommendations. A bill to ban the use of leghold traps and conibear traps was defeated in the 1995 legislative session.

Use this guide to help yourself obtain information about services and benefits available from various listed agencies and organizations located around the State. This is not an all-inclusive list but a reference guide to frequently requested services. Some agencies can help you directly, and others can refer you to the appropriate agency nearest you for help. If you need more information or if you have trouble finding assistance, contact any office of New Hampshire Employment Security (NHES). Under the Wagner-Peyser Act of 1933 and Title 38 of the United States Code, NHES provides preference in employment services to veterans. "DEFINITION OF A VETERAN" FOR EMPLOYMENT SERVICE PURPOSES A person who served in the active service of the Armed Forces of the United States for a period of more than 180 days, and has been discharged or released under other than dishonorable conditions or was discharged or released from active duty because of a service connected disability, or as a member of a reserve component under an order to active duty of Title 10, served on active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and was discharged or released from such duty with other than a dishonorable discharge.

Asthma's Impact on Children and Adolescents
Asthma is a major public health problem of increasing concern in the United States. From 1980 to 1996, asthma prevalence among children increased by an average of 4.3% per year, from 3.6% to 6.2%. Low-income populations, minorities, and children living in inner cities experience disproportionately higher morbidity and mortality due to asthma. Asthma’s effects on children and adolescents include the following:
  • Asthma accounts for 14 million lost days of school missed annually. Asthma is the third-ranking cause of hospitalization among those younger than 15 years of age. The number of children dying from asthma increased almost threefold from 93 in 1979 to 266 in 1996. The estimated cost of treating asthma in those younger than 18 years of age is $3.2 billion per year.
Currently, there are no preventive measures or cure for asthma; however, children and adolescents who have asthma can still lead quality, productive lives if they control their asthma. Asthma can be controlled by taking medication and by avoiding contact with environmental "triggers" for asthma. Environmental triggers include cockroaches, dust mites, furry pets, mold, tobacco smoke, and certain chemicals. top

Asthma Control: Improving Quality of Life and Reducing Costs
Despite evidence that asthma death rates are leveling off and asthma hospitalization rates are declining, asthma’s impact on health, quality of life, and the economy remain substantial. Rates of severe asthma continue to disproportionately affect poor, minority, inner-city populations. For example, African Americans visit emergency departments, are hospitalized, and die due to asthma at rates three times higher than rates for white Americans. Even to the most casual observer, it is apparent that many of our downtowns and village centers are in trouble. Some attribute this as the result of our national love affair with the automobile. Others point out the high vacancy rates on Main Street are a natural consequence of the construction of popular shopping malls or convenient strip developments. Regardless of the reason, the vitality of these community centers have been sapped. It is not as a country that we have not tried to address this problem. Witness the Model Cities and urban renewal programs of the late 60's and early 70's, Urban Development Action Grants (UDAG) and the HUD Small Cities programs of the 80's, and today's most popular reincarnation, enterprise or empowerment zones. Interestingly, none of these efforts, driven by federal funds, has proven to be that successful in addressing the problems of our downtowns, especially the ones of our smaller communities. These programs have led to building renovations and job subsidies, but have not provided comprehensive solutions to the problems of our decaying central business districts or depressed village centers. Littleton Gristmill - before Littleton Gristmill - after The National Trust for Historic Preservation developed a pilot Main Street program in three Midwestern communities in the early 1980's that has proven over time to be the most successful approach to downtown rejuvenation yet.
