EXECUTIVE OFFICE OF THE PRESIDENT
COUNCIL ON ENVIRONMENTAL QUALITY
722 JACKSON PLACE, N.W.
WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
  • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
identification of specific impact statements and, to the extent possible, other documents prepared from October 1, 1979 to October 1, 1980 covering actions deemed likely to have significant direct or indirect effects on prime or unique agricultural lands.

Inter Agency Hazard Mitigation Team Report Recommendations DR-1199-NH Activity Description Lead/ Support Funding Sources Time Frame Comments Issue I. In storm damages areas, a continuing threat exists as ice drifts into many of New Hampshire's rivers and streams. There is potential for increased flooding that could damage roads, culverts and bridges due to the presence of excessive storm debris in these rivers and streams. Recom- mendation A. Setup a response team of state and federal officials to develop a plan that enables quick response to local needs as they arise. Supplement the available damage assessment and reconnaissance information as necessary and determine the areas of debris and potential debris accumulation risk. to the extent possible remove that debris prior to the spring "ice out." Evaluate the need to maintain the team for future response. NHOEM USDA Nat. Res., NG, DOT, COE, DES Recom- mendation B. As part of a local mitigation planning, map sites and sections of streams that historically have ice debris problems and prioritize those sites for future mitigation actions. Get Growing!
Last year, volunteers from Kendal-at-Hanover and the Co-op raised more than 600 pounds of fresh, organic produce for Upper Valley food pantries. Lettuce, carrots, tomatoes, string beans, onions, and potatoes were donated to local food pantries so that neighbors in need could share the pleasure and taste of homegrown vegetables. In addition, volunteers had the opportunity to meet other gardeners and experience the satisfaction of planting, harvesting, and learning together. The Harvest Partners Garden growing season runs from mid-May through the end of September, with two work sessions scheduled each week. To learn more or to volunteer, contact Elizabeth Ferry, Community Outreach Coordinator, at (603) 643-2667 ext. 3119 or send her an email Co-op Members Saved $1,375 For thirty consecutive years, Co-op members have submitted a group order to Fedco Seeds in February. The simple act of working together to submit one large order, rather than 222 individual orders, for seeds and organic gardening supplies translates into significant savings. Co-op members received a 20 percent discount on seeds and a 15 percent discount on organic growing supplies. This year, that amounted to almost $1,375!
Thank you!
