As reported in the Concord Monitor this morning, the board is leaning toward or considering retreating from several standards that would improve public education in New Hampshire. The Board's move away from standards it has spent two years crafting is a response to pressure from legislators who don't want the state to live up to its legal obligation to fund public education. Those legislators have called the higher education standards proposed by the Board of Education "unfunded mandates."

Implementing a New Standard
July 2005 Acoustical performance is an important consideration in the design of classrooms. Research indicates that levels of background noise and reverberation little noticed by adults, who are mature and skillful listeners, adversely affect learning environments for young children, who require optimal conditions for hearing and comprehension. Poor classroom acoustics are an additional educational barrier for children who have hearing loss and those who use cochlear implants, since assistive technologies amplify both wanted and unwanted sound. Children who have temporary hearing loss, who may comprise up to 15% of the school age population according to the Centers for Disease Control (CDC), are also significantly affected, as are children who have speech impairments or learning disabilities. Kids whose home language is different than the teaching language are also at additional risk of educational delay and failure in classrooms that have poor acoustics. Origins
In 1846 the state of New Hampshire passed legislation creating a commissioner of common schools. This legislation marked the beginning of organized public education in the state. Under the guidance of the commissioner, teacher institutes were inaugurated. These institutes brought teachers together over a period of a day or two to discuss common issues and listen to speakers on a variety of educational Back to Topics. Since most teachers at the time had very little training, the meetings were valuable because they enabled teachers, usually isolated in single-room schoolhouses, to share their problems and offer one another support. By 1853 the institutes had become very popular and teachers were beginning to develop a sense of professionalism. At that year's meeting a suggestion was made that a state association for teachers be formed. The next year an invitation was issued to teachers throughout the state. It read in part: It is hoped and expected to give birth to an association that may exist and do good as long as teachers and taught have one duty left, one bond of interest to unite them . . . In the association no party stripes or sectarian division can enter. Its platform will be as broad as science, humanity, and truth.

The mission of the NHFMA is to educate the general public on the benefits of a healthy lifestyle acquired through locally grown agricultural products. Across the United States, 37 States and the District of Columbia have enacted charter school legislation. In September 2002, 77 additional schools were approved to open with approximately 300 more being reviewed. New Hampshire is now the only state with a charter school law under which no charter schools have emerged.
  • Under New Hampshire law, the State Board of Education reviews applications for completeness and awards a five-year charter. This does not ratify the charter and approve its opening, however. Ratification is by vote of the legislative/ budgetary authority of the specific New Hampshire city or town.
  • Although specific timelines are listed in statute, New Hampshire's charter school law includes a provision allowing the school board and state board to waive any deadlines applying to their respective actions. (RSA 194-B:3, XII). In fact, there is no prohibition against both enabling votes taking place on the same day, one after the other, if the review and charter-granting process has already taken place.
  • The generic authorization vote can also take place at a special district meeting called at any time by petition. Since this vote does not require raising money as per RSA 197:3, the courts do not need to be petitioned to hold the special district meeting.

    NEW HOPE FOR CHARTER SCHOOLS IN NH?

    This year, 2069 charter public schools are open and thriving nationwide. But no charter schools have emerged in New Hampshire since the state enacted legislation in 1995. Our state law is just too complicated, a situation that could change this legislative session under the reforms of HB 298 relative to charter schools.
    What are these charter public schools, supported nationwide by school reform entrepreneurs? They are the new breed of public schools-purposeful, lower cost, independent public schools which must be accountable in order to stay open. Cost control, account-ability, student performance, parent choice, relief from over-regulation, financial efficiency, and true innovation in our public school system are reasons why this new public school model attracts bipartisan support nationwide.
    Several charters have been granted in New Hampshire but no schools have opened since our current statutory process requires ratification and funding by the local community. The procedures are just too complicated, the funding is too difficult, and the need to educate whole communities of voters as to the intricacies of the unfamiliar charter school model is impossible, according to groups that have tried.

    This Addendum provides information on assessment, instructional strategies, support services, and other professional education resources for teachers and their staffs who are involved in educating students, in grades K-12, who have demonstrated: (1) proficiency or higher with the state standards (NHEIAP), (2) potential for higher level understanding and performance within and across curriculums, and (3) a desire to excel in, and exceed, grade level expectations.
    Accommodations can vary significantly among students. For an individual student these may include support to achieve grade level expectations in one discipline, while receiving material and instruction in another discipline that exceeds grade level content. This addendum assists teachers in understanding the special needs of gifted students and offers practical, school-wide strategies that are effective with these learners.
    Teachers whose students have demonstrated high levels of proficiency need specific strategies in order to meet educational needs. This addendum will assist educators in that endeavor.
