The New Hampshire State Board Of Education: What Century Are These Folks Living In?
The State of New Hampshire is the only state in The Union that does not require local school districts to offer public kindergarten.
This lamentable situation is not about to improve anytime soon, because, incredibly, the State Board of Education decided to continue allowing each district to choose for itself whether or not to offer this crucial first school experience.
This lack of political will has not gone unnoticed:
Educators and child advocates say the state Board of Education caved to political pressure when the panel decided not to require local school districts to provide public kindergarten.

WHEREAS, the New Hampshire State Board of Education is aware that various Native American organizations, state and local officials, and private citizens, find the use of Native American mascots and symbols within our public schools to be offensive; and
WHEREAS, the use of Native American symbols as mascots, logos and sport team nicknames have, in the opinion of the Board, a detrimental affect on the achievement, education, self-concept and self-esteem of American Indian students and sends an improper message to everyone of the true meaning and spirit of being of American Indian heritage; and
WHEREAS, several schools in New Hampshire continue to have Indian sports mascots; and
WHEREAS, all heritages, cultures, races and religion have the right to be treated with dignity and respect; and
WHEREAS, it is important to be culturally sensitive and to educate everyone working within the New Hampshire School Education System, that no matter how well meaning their intentions, that their actions may be offensive and harmful to some and therefore, need to be eliminated; and
WHEREAS, the National Indian Education Association, the Society of Indian Psychologists and the US Commission of Civil Rights, have all endorsed the elimination of the use of Indian sports mascots; and

State Board of Education Approves New Standards
Reported by Amy Quinton on Wednesday, March 30, 2005. The State Board of Education today voted five to one in favor of new education standards for all public schools.
The final draft of the minimum standards will now go to the legislature for approval.
Some of the biggest items in the original proposal were not approved including requiring smaller class sizes and requiring that all districts offer Kindergarten by 2007.
New Hampshire Public Radio's Amy Quinton reports. listen: A rough transcript follows: The State Board of Education spent months coming up with a final draft for new public school standards.

The New Hampshire State Board of Education recognizes that persons may become qualified as educators through a variety of educational and life experiences. Therefore, the following five alternatives for becoming a certified educator in New Hampshire are available to you. ALTERNATIVE 1 is a process whereby the New Hampshire State Board of Education approves programs of professional preparation in education and the chairperson of the Education Department of each institution recommends certification to the Bureau of Credentialing. If you are about to complete an approved program in New Hampshire, please contact the certifying officer of the Education Department of the institution you are attending for the certification application. The following information must be submitted by persons applying for certification under Alternative 1: Application for certification and NON-REFUNDABLE application fee of $80.00. PETITION for mandamus , to compel the defendants to furnish some means of transporting him to one of the schools maintained in the district. Transferred from the may term, 1911, of the superior court by Pike, J., on the plaintiff's exception to the dismissal of the petition.
The plaintiff lives four and one fifth miles from the nearest school, and the defendants decline to convey his son, who is about nine years old. There is but one other scholar in that locality, and she lives upon a different road. If the board were to furnish transportation for the plaintiff's boy, it would be for his benefit alone. It is impracticable to maintain a school in the plaintiff's district, and the board cannot furnish the transportation desired for any reasonable expense, or without the expenditure of funds wholly out of proportion to the amount which could properly be expended per scholar in the district, thereby depriving many other scholars of the advantages they now have.

The New Hampshire Constitution ensures that religious societies have the right to elect their own teachers. Registration/Licensing/Accreditation: The approval of private schools as a substitute for public school attendance is a reasonable exercise of the state's power whereby it can be known by reasonable means that the required teaching is given. State v. Hoyt , 146 A. 170 (1929). N.H. Code Admin. R. Ed. 400, 406.6. Recordkeeping/Reports: Length of School Year/Day: To comply with the compulsory attendance requirement, attendance at an approved private school must be 180 school days. N.H. Code Admin. R. Ed. 401.03. Instruction in English: Curriculum: Special Education: Health: Safety: Transportation: Home Schooling: Home schools are not considered non-public schools in New Hampshire. Home schools are considered a third type of school for attendance purposes. On or before the date a home education program will begin, and each year thereafter, a parent desiring to initiate a home education program must advise the participating agency with which the program will be established. Participating agencies can be the resident district superintendent, commissioner of education, or nonpublic school principal. N.H. Code Admin. R. Ed. 315.01; 315.03. No later than 30 days after the establishment of a home education program, the parent must provide the following information to the participating agency: list of subjects to be taught in accordance with RSA 193-A; 4,1; the name of the correspondence school used, if any; the name of the commercial curriculum provider, if used; an outline of the scope and instructional sequence for each subject; and a list of textbooks or other instructional material to be used. N.H. Code Admin. R. Ed. 315.03.
