Newfoundland and Labrador
Historical Background The first people to settle North America crossed a land link from Asia during prehistoric times and, over a 5000-year period, travelled from west to east across the continent. Aboriginal peoples have lived in what is now Newfoundland and Labrador for at least 9000 years. The Inuit, Innu, and Micmac people who live here today are the descendants of these first peoples. The earliest Europeans to discover North America were Viking seafarers who landed at L'Anse aux Meadows, Newfoundland, around the year 1000 CE. The Vikings set up dwellings, workshops and an iron-working smithy, but apparently decided against permanent settlement. In 1497 John Cabot, an Italian explorer, was commissioned by King Henry VII of England to set sail for the newly discovered lands of the west. He landed in present-day Bonavista Bay, Newfoundland, and laid claim to the "new found land" on behalf of England. England granted Newfoundland representative government in 1832, and complete self- government in 1855. In 1934, Newfoundland converted to a commission government, administered by Newfoundland and English commissioners working under an English governor. Newfoundland and Labrador became Canada's tenth province in 1949.

The Newfoundland and Labrador Association for Gifted Children presently has a seat at the table advising the Minister of Education on Student Support Services issues.
The Advisory Committee on Student Support Services meets approximately three times per year with various interest groups, the Assistant Deputy Minister responsible for K to 12, and Education Department support staff. The group is a sounding board for new ideas which may be put forward by government, so it is worthwhile for the NLAGC to participate. Also, the NLAGC can bring forward agenda items for discussion and further investigation.

Newfoundland and Labrador French Terre-Neuve-et-Labrador Irish Talamh an Éisc Latin Terra Nova ) was the tenth province to join the Canadian confederation. Its capital is St. John's Geographically, the province consists of the island of Newfoundland and the mainland Labrador , on Canada's Atlantic coast. On entry into Canada in , the entire province was known as Newfoundland , and this name is still used informally. But since , the province's government has referred to itself as the "Government of Newfoundland and Labrador", and on December 6 , an amendment was made to the Constitution of Canada to change the province's official name to "Newfoundland and Labrador".

Newfoundland and Labrador Provincial Emblems Provincial Flower: Pitcher Plant (Sarracenia Purpurea) Pitcher Plant.

From Ben Hansen, Newfoundland Although it was not declared the provincial flower of Newfoundland and Labrador until 1954, this strange plant appeared on the Newfoundland penny during the late 1880s. The pitcher plant is found primarily in bogs and marshland throughout the province. It has a large wine-red flower with a red and gold centre, and hollow pitcher-shaped leaves are attached to the base of the stem. An insectivorous plant, it feeds off the insects that become trapped inside when the leaves fill with water. Description based on Joan Rusted, Tolerable Good Anchorage: A Capsule History of St. John's, Newfoundland Provincial Tree: Black Spruce ( Picea Mariana Designated as the provincial tree in November 1993, it is also known as the bog spruce. Although dark bluish-green in colour, it is called the "black" spruce to distinguish it from other types of spruce trees. An evergreen coniferous tree, it is tolerant of nutrient-deficient soils, growing primarily in areas that have poor drainage. The black spruce is the most abundant tree in Labrador and appears on the Labrador flag. In North America, it grows as far north as Alaska and as far south as Massachusetts.

News Releases On October 13, 2000, an agreement for the implementation of the Infrastructure Canada Program (ICP) in Newfoundland and Labrador was signed between the governments of Canada and Newfoundland and Labrador. The agreement was announced in a joint news release issued in Gander, where the formal signing took place. In addition to the information about the ICP common to all provinces and territories provided on the About the ICP section, there are some aspects of the Infrastructure Canada-Newfoundland and Labrador program that are unique:
Program Details Funding The ICP allocation to Newfoundland and Labrador is $51.246 million. With contributions from our provincial and municipal partners, the total infrastructure investment in Newfoundland and Labrador will be $153.738 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. On average, the federal government contributes one-third of the cost of municipal infrastructure projects. The provincial and municipal governments contribute the remaining funds, and in some instances, there may be private sector investment as well.

The region offers a wide variety of touring experiences for today’s discriminating traveler, and appeals to those who seek to connect to the real and the unspoiled. The 17-kilometre wide Strait of Belle Isle separates the island of Newfoundland from Labrador. Bordering on the Canadian province of Quebec, Labrador remains a vast, pristine wilderness where the northern lights shine over the largest caribou herd in the world. It is the sea that defines the more populous Newfoundland. An underwater continental shelf that stretches out hundreds of miles from shore includes the Grand Banks, renowned for its fish stocks. Over these shallows wash the nutrient rich cold waters of the southward moving Labrador current, bringing with it Arctic sea ice and huge icebergs. From the south the Gulf Stream brings warm water from the Caribbean. The mixing of these currents creates an environment where marine life flourishes. This abundant sea life provides food for millions of seabirds to raise their young, and also entices whales to tarry awhile on their way to summer feeding grounds in the Arctic. Newfoundland and Labrador has more than 60 major seabird colonies. The most accessible is at Cape St. Mary’s on the Avalon Peninsula where thousands of Northern Gannets nest atop a sea stack at eye level just 50 feet from the cliff top. Gannets and other birds feed on tiny capelin, sand lance and other fish.

Mandate:

The Provincial Emergency Measures Program is responsible for the development and maintenance of effective provincial emergency preparedness, response and recovery measures with a view to mitigating the human suffering and loss of property caused by actual or imminent emergencies and disasters in Newfoundland and Labrador.

Emergency Measures is the agency of Government that is responsible for dealing with any large scale emergency or disaster occurring in and for the Province of Newfoundland and Labrador. Using its legislative support, The Emergency Measures Act, it has the responsibility to co-ordinate and/or manage an emergency situation. It is the only agency that is authorized to control and coordinate the activities of all Police, Fire, Health, Social Services, and other service in the area, either municipal or provincial, and to engage civilian personnel to assist in these services.
  • Planning and Operations Program
The general objective of the current emergency policy is to contribute to raising the standard of emergency preparedness throughout Newfoundland and Labrador to the point where all types of emergencies/disasters can be met with a prompt and effective response. In order to accomplish this, Emergency Measures is actively involved in joint contingency planning with all levels of government, private sector and the civilian population.

Total land and fresh water area: 40,572,200 ha.
Land only area: 37,387,200 ha.
Approximately 95% of land in Newfoundland and Labrador is Crown or public with less than 5% private land.
In both Newfoundland and Labrador, Provincial Parks cover 22,615 ha. There are two National Parks covering a total of 224,5760 ha on the Island and an additional 3,358,970 ha encompassing the proposed Torngat Mountains and Mealy Mountains National Parks in Labrador. The Province has 9 eco-regions and 21 sub-regions on the Island, and 10 eco-regions in Labrador as designated habitat types.

ALIANT AND GOVERNMENT OF NEWFOUNDLAND AND LABRADOR PARTNER ON $1.5 MILLION NEARSHORE ATLANTIC DEVELOPMENT INITIATIVE
ST. JOHN'S, NL, Dec. 15 - Today the region's foremost information and communications technology company, Aliant, and the Government of Newfoundland and Labrador announced details of a $1.5 million development initiative - Nearshore Atlantic - to aggressively establish the Province as a recognized centre for Information and Communications Technology (ICT) development. This initiative is being done in collaboration with Nati to bring new ICT work to the Province that will benefit the local ICT industry. The term of the agreement is three years and is being led by a newly hired Director, Fiona Langer.
Nearshore Atlantic ( www.nearshoreatlantic.com ) is looking at ICT business opportunities in geographies close to the Newfoundland and Labrador markets namely in areas of the US, Western Europe and some Canadian jurisdictions. The work will focus on growing business and creating economic wealth within the ICT sector of the Province of Newfoundland and Labrador by building upon the well-established ICT sector of the Province. In addition it also will be modeled under a business attraction strategy to attract non NL based companies into the province to conduct software related work for international markets.
