Newfoundland and Labrador
The Land
Nestled into the northeast corner of North America, facing the North Atlantic, is Newfoundland, Canada's most easterly province. Lying between the 46th and 61st parallels, the province consists of two distinct geographical entities: Newfoundland and Labrador. The island of Newfoundland, which forms the southern and eastern portion of the province, is a large triangular-shaped area of some 112 000 km2, while the province's total area is 405 720 km2. Located at the mouth of the St. Lawrence River, the island is about halfway between the centre of North America and the coast of western Europe. The island of Newfoundland is separated from the Canadian mainland by the Strait of Belle Isle in the north and by the wider Cabot Strait in the south. The mainland, Labrador, is bordered by northeastern Quebec. Approximately two and a half times as large as the island, it remains a vast, pristine wilderness, where the northern lights, or aurora borealis, flicker over the largest caribou herd in the world. The province's coastline, stretching over more than 17 000 km, is varied and scenic with its bold headlands, deep fiords and countless small coves and offshore islands. The interiors of both Labrador and Newfoundland have a rolling, rugged topography, deeply etched by glacial activity and broken by lakes and swift-flowing rivers. Much of the island and southern and central Labrador is covered by a thick boreal forest of black spruce and balsam fir mixed with birch, tamarack and balsam poplar. Northern Labrador is largely devoid of forest and is marked by the spectacular Torngat Mountains, which rise abruptly from the sea to heights of up to 1 676 metres.

Newfoundland and Labrador is committed to the health and well-being of children and families. Through the National Child Benefit reinvestment initiatives, the province invests and reinvests approximately $19 million annually in initiatives that help reduce child poverty and help families make the transition to work. Here's how Newfoundland and Labrador is investing in children and families this year. For more information on the initiatives described please click on the appropriate link. The Newfoundland and Labrador Child Benefit (NLCB) In 1999, the province of Newfoundland and Labrador redesigned its Income Support Program with the introduction of the Newfoundland and Labrador Child Benefit. The NLCB is a tax free benefit that is combined with the Canada Child Tax Benefit (CCTB) into a single monthly payment. The benefit is designed to help low-income families with the cost of raising children. Since its inception in 1999 the NLCB provides benefits to approximately 22,000 families a year. The Mother Baby Nutrition Supplement
In Dec. 2001, the province of Newfoundland and Labrador replaced the Mother Baby Food Allowance, which was only available to families and individuals in receipt of social assistance, with the new Mother Baby Nutrition Supplement. The new supplement is a benefit of $45 per month to low-income pregnant women or families with children under the age of one year with net income less than $21,744 annually. This income level matches the maximum income parameter of the Newfoundland and Labrador Child Benefit. Pregnant women will automatically continue to receive the same amount from the Department of Human Resources and Employment. Families with children under one will be paid the supplement with their monthly Canada Child Tax Benefit.

    Effective July 1, 2000 changes were made to the rules governing locked-in pension funds transferred from a registered pension plan to a financial institution on termination of membership in a pension plan. These changes increase the maximum pension income a person is permitted to receive on an annual basis from their locked-in funds under certain circumstances.     ST. JOHN'S, NEWFOUNDLAND AND LABRADOR - The Honourable John Ottenheimer, Minister of Youth Services and Post-Secondary Education, and the Honourable Paul Bonwick, Parliamentary Secretary to the Minister of Human Resources and Skills Development with special emphasis on Student Loans, today officially announced the Canada-Newfoundland and Labrador Administrative Integration Agreement to deliver student financial assistance. The Agreement commits to integrating activities related to the administration of federal and provincial student loans in Newfoundland and Labrador, as the province becomes the direct lender for the Newfoundland Labrador Student Loans Program. This collaboration between governments will result in better service for student borrowers. "This new loan servicing arrangement will positively affect the lives of approximately 30,000 student borrowers, either in repayment and/or in school," said Minister Ottenheimer. "The Province is becoming the direct lender for the provincial loan program, and will also continue to determine eligibility for provincial student loans and set provincial loan policies."
